 Re: DEP/UF Risk Assessment March 28, 2010

The correspondence from DEP dated March 28, 2010 and UF dated February 3, 2010 defines the basis of
revisions to be made to the risk assessment for the Koppers site. The following is prepared to help interpret the
findings by the UF Center for Environmental & Human Toxicology that used available site data and
commercially available software that simulates the modeling done by the AMEC firm for Beazer but produces
different results due to the differing basic assumptions. .

Figure 2 is excerpted from the Risk Assessment by AMEC, dated August 19, 2004 (Figure 2-4) and identifies
the use areas of the site. The figure has been amended to show the location of the risk values and the
comparative risk from the UF report. The following table presents the results of the UF report for the areas of
the site that border the residential neighborhood to the west and the amount of the excess cancer risk for that
area as compared to the State of Florida criteria. For example the Western Active Area (WAA) has 107 times
the cancer risk allowed by the State according to the UF data.
