ABOUT THE CONFERENCE
Australia is increasingly a service based economy, with over 70% GNP accounted for by the services sector. Governments have
effectively been outsourcing much of their service provision for the last two decades or so. Additionally, they contract in huge
amounts of support services, such as ICT, professional services, contingent labour and recruitment, and facilities management.
Yet contracting for services does not seem to have become any easier.
As government agencies strive to deliver greater value for the public purse and better outcomes for their stakeholders, there is
recognition that contracting needs to become less prescriptive and more agile. Engaging more and earlier with suppliers to drive
innovation and constructing more flexible contracts, while ensuring probity risks are managed effectively, are among the many
challenges faced by public sector procurement and contracting professionals.
This two-day event for senior public procurement and contracting officers will address these and many other challenges,
providing case study examples and expert advice, to equip attendees to deliver better outcomes for all of their stakeholders.
The comprehensive agenda will cover different approaches from around the public sector towards contracting for services and

In early 2013, following release of the NSW Government’s Reform Plan for Aeromedical (Rotary Wing) Retrieval Services in NSW, the NSW Ministry of
Health needed to develop and implement an innovative tender and contracting strategy that could deliver a totally revised contracting model for the
state by December 2014. The eventual 10 year contract signed in December 2014 for approx. 1.1 Billion set new benchmarks within NSW Health for
industry and supplier engagement that delivered significant reform and improvements operational efficiency going forward. The presentation will

John Sheridan | Australian Government Chief Technology Officer & Procurement Coordinator |
Department of Finance
John Sheridan joined the APS Senior Executive Service in 2002, after 22 years in the Australian Army and three in the Defence
Science and Technology Organisation. In Defence, he was the lead IT architect and, later, responsible for the design and
development of IT systems.
In the Australian Government Information Management Office, John negotiated the Microsoft Volume Sourcing Agreement,
managed major ICT budget reductions, and led whole of government matters such as australia.gov.au, data centre strategy,
coordinated procurement, industry engagement, and telecommunications services.
In February 2013, John became the first Australian Government Chief Technology Officer. In addition to his responsibilities for ICT,
coordinated and general procurement policy and operations, John assists the business community as the Australian Government
Procurement Coordinator.
Mike Blanchard FCIPS | General Manager, Strategic Procurement (CPO) | Sydney Trains
Mike, a Fellow of the Chartered Institute of Procurement and Supply, is General Manager Strategic Procurement (CPO) within
Sydney Trains.
The Strategic Procurement Group is part of the Finance and Corporate Services Directorate and Mike reports the company CFO.
Strategic Procurement is responsible for managing spend of ($1.7BN AUD) through enabling valued business outcomes via cost
effective supplier solutions. His Team of 66 delivers direct categories to all stakeholders and is also responsible for managing the
interface with Transport Shared Services who deliver the indirect categories for Sydney Trains in an outsourced model.
Mike and his team achieved the highest level of Accreditation for NSW Government Procurement with 3A status. He has also been
chosen as one of 20 leaders to attend the Accelerate leadership Program for executive training.
Mike is also the Business Process Owner for Procurement for Transport NSW in the delivery of the new SAP environment and is a
member of the Global Practice Advisory Board for Public Sector Procurement for CIPS.
Prior to this role Mike headed up Procurement within Transpower NZ ( The National Grid ) running there Sourcing, Supply and
Contracts Group (SSC) Responsible for over $3.8b NZD of infrastructure spend managing the cradle to the grave elements of for
all of the National Grid and IT Procurement and Supply chain. Mike originally has a Telecoms and IT background with previous
roles as Managing Director (APAC) of a UK software company TeleWare, Commercial Manager for Gen-I (a Telecom NZ company)
and Various General Management, Sales, Marketing and Technical Management roles with Ericsson around the world.
Mike is always looking to assist organisations that understand the need for growth or are looking to build and divest, but
have not necessarily developed a strategy and/or able to translate it into delivery. He understands the bottom line having P&L
responsibility for small start-ups and large Corporates.

Amanda Branley MCIPS | Director Strategic Contracts and Procurement | Department of

Amanda Branley is a procurement professional with experience across various Western Australian government agencies and in
diverse functions. Amanda developed her contracting and procurement expertise through her practical work on diverse contracts
at agencies such as Dental Health Services, Disability Services Commission and the Public Transport Authority.
Amanda is currently leading strategic contracts and procurement at the Department of Education (Western Australia), and has
a focus on delivering effective outcomes in an environment of devolved autonomy. She has demonstrated success in building
cross functional teams to address and resolve challenges faced by the Department’s business support areas when transitioning
to supporting schools with an individual rather than system focus. Amanda is leading her team through procurement reform with
outcomes focused on building a team of business enablers and trusted advisors supporting the Department and public schools
to maximise the potential every dollar spent.
Barry Lacy MCIPS | Procurement & Contracts Manager | Parks Victoria
Barry has extensive experience across the Asia-Pacific region in procurement and strategic sourcing, with 30 years in operations
/ supply management, in both private & public sectors. He has lead multi-disciplinary teams across several countries, including
Korea, Japan, Hong Kong & NZ, and has lead several projects redesigning procurement processes as part of a wider IT system
implementation.
Barry has been with Parks Victoria since September 2013. In 2006 he co-authored a CIPSA white paper entitled“An introduction to
Risk Management in Procurement”and has presented to several industry and professional conferences.

Andrew is a former WA Regional Chairman of CIPSA. He holds two tertiary procurement degrees, and has completed the IAMA
Probity advisors course and the AICD Company Directors Course. An enthusiastic presenter and facilitator, Andrew has a specialist
interest in public sector procurement governance competencies.
Adrian Bower | CEO | State of Flux ANZ
Adrian Bower is CEO of State of Flux ANZ, a procurement and supply chain consultancy headquartered in Sydney. He has over 15
years’experience of designing and implementing procurement best practice.
State of Flux works with multinational companies and major public-sector organisations to help develop their supplier
relationship management (SRM), strategic sourcing, contract management and risk management capabilities, and to improve
their business performance. Adrian retains direct client ownership for a number of State of Flux’s key clients, including NBN co,
Westpac, Qantas, Narta and Fisher & Paykel.
Adrian’s earlier career was spent in industry with Cadbury’s and Royal Bank of Scotland leading work on Procurement
Transformations and a Post-Merger Integration. Subsequently, he moved to consulting with Accenture, initially in the UK, then
more recently in Australia, where his clients included Barclays, Royal Mail, HSBC, Anglo American, BP, Shell and Australia Post. At
the beginning of this year he opened up the Australian HQ for State of Flux, which already has multiple blue chip clients.

As the Director ANZ for IACCM Jennie is responsible for corporate, vendor and individual members in the region including

Ross Darrah is a familiar face to many in procurement circles internationally. In his current role as General Manager for
Procurement within healthAlliance, a shared services organisation to the health sector, he is responsible for leading his team to

Paul Davies | Deputy Director Commercial and Procurement | NSW Ministry of Health
Paul is an experienced Commercial Executive with some 30 plus years senior executive experience across government
and commercial environments covering the areas of international business development, contract negotiation, contract
management, consulting and procurement.
Paul’s current role as Deputy Director Commercial and Procurement with the NSW Ministry of Health involves responsibility for
strategic analysis, development and implementation of new business models aimed at increasing effectiveness and revenue
capture in service delivery, including stimulation and coordination of Local Health District, clinician and supplier partnering
initiatives. Paul also has responsibility for delivering major high value procurement projects on behalf of the Ministry of Health.
Previously Paul was Commercial Director Strategic Sourcing and Contract Management for the NSW Department of Education

Governments have effectively been outsourcing much of their service provision for the last two decades or so. Additionally, they contract in huge amounts of support services, such as ICT, professional services, contingent labour and recruitment, and facilities management. Yet contracting for services does not seem to have become any easier. As government agencies strive to deliver greater value for the public purse and better outcomes for their stakeholders, there is recognition that contracting needs to become less prescriptive and more agile. Engaging more and earlier with suppliers to drive innovation and constructing more flexible contracts, while ensuring probity risks are managed effectively, are among the many challenges faced by public sector procurement and contracting professionals. This two-day event for senior public procurement and contracting officers will address these and many other challenges, providing case study examples and expert advice, to equip attendees to deliver better outcomes for all of their stakeholders. She is also a lecturer and Honorary Fellow at Melbourne University and Research Associate at the London School of Economics and Political Science. Previously, she was a National Partner at Deloitte in the consulting practice and the firm’s global thought-leader on outsourcing. She has taught over 4600 professionals representing 700 organisations worldwide, in addition to teaching and presenting at universities around the world.
