6. Developed countries are more oil dependent – some 40 per cent of OECD energy needs came from oil in 2003, as compared to only 28 per cent for non-OECD countries. This is due to the large number of manufacturing and transport companies which consume the largest share of petroleum products. Japan has the highest proportion of its energy needs served by oil while China is one of the least oil dependant countries. Countries which are becoming more industrialized are experiencing and increase in oil needs exhibit a growing trend.
