From 17 until 24 October 2014 the CIMIC Competence Centre will conduct the Exercise “Joint Cooperation 2014” in Nienburg and the federal state of Lower Saxony.
The aim of the exercise is to train the CIMIC core functions on operational and tactical level, in a multinational environment together with international partners.
Mixed Field Worker Teams and a multinational J9 Branch in cooperation with the civil community shows the CIMIC capabilities of the Exercise participants.
Natural disaster scenario
2. Training objectives
- Train and exercise the contribution to the Planning Process
and Staff Briefings as part of a multinational J9-Branch.
- Train and exercise the development of the Theatre Civil
Assessment as part of a multinational CIMIC-Team
(CIMIC Support Unit).
- Exercise the cooperation and procedures between CIMIC and
its civil partners within a natural disaster scenario.
- Provide a training environment for military and civil players to
exercise assessment, information management and work with
media.
Exercise compass
The exercise “Joint Cooperation 2014” consists of 2 parts.
Firstly, the Dynamic Training Platform will take place from Sat-
urday to Sunday in order to inform all military participants and
civil guests about cooperation capabilities and opportunities.
The staff tasking briefing on Sunday will set a common under-
standing for the second part of the exercise. This main part of
“Joint Cooperation 2014” will be conducted on both the opera-
tional (staff) and tactical (CIMIC teams) level. The exercise will
include media training. It will end with a decision briefing to the
Commander, NIMFOR.
The exercise language is English.
Since February 2014, a NATO Interim Multinational Force
(NIMFOR) has been based in TYTAN (EAST CERASIA) to
contribute to the stabilisation of the security conditions
prevailing in TYTAN, enable the delivery of humanitarian
relief and protect civilians under imminent threat.
From February until September 2014, the situation in TY-
TAN developed in a promising way. Despite the unstable
situation, the conflict between different tribes and the
violence against the population seem to have stopped for
the most part. TYTAN is still facing a high crime rate. The
government of TYTAN (GoT) is hardly able to provide
basic supplies to the population outside the major cities.
The capital city of UNAKOS is well supplied.
At the end of September 2014, TYTAN was experiencing
an extraordinarily heavy monsoon causing severe destruc-
tion of infrastructure. Within the city of UNAKOS, the
mostly affected area, the population is suffering from un-
dersupply and a significant rise in crimes. There are huge
movements of displaced persons between the districts of
UNAKOS.
On 3 October 2014, the international community and
NIMFOR were requested by GoT to logistically and medi-
cally support TYTAN and help maintain public order.

Scenario
Exercise preparation
To achieve an early integration of all participants, the
CIMIC Competence Centre will conduct an ‘Initial
Planning Conference’ in Nienburg on 12 February
2014. External participants will have the opportunity
to set further training objectives and define their own
level of ambition for the exercise.
