• HOWCO Environmental Services is a Florida based company that

was founded by Tim Hagan Sr., President and CEO. He was a

The “heart” of the company’s St.
Petersburg facility is an oil
reprocessing plant. Used oils are
received into the facility, classified
and stored pending treatment.
Several techniques including
heating, chemical treatment and
physical separation are utilized to polish the oils into On-Specification
Industrial Fuels meeting ASTM specifications, which are sold to electric
utilities, cement kilns and asphalt plants throughout the State of
Florida. The entire system is self-contained and transfers any by-
products into other in-house processes
for stabilization, treatment recycling and/
or disposal.
Asphalt plants use this on-spec fuel to
assist in the production of asphalt today
that will help pave the roads we drive
on tomorrow!

Did you know that using recycled antifreeze
is less expensive than virgin antifreeze and
helps reduce our dependence on limited
natural resources? In fact, waste antifreeze
can be recycled either in an on-site unit,
by a mobile service or off-site. Dumping
waste antifreeze into a stormdrain or
waterway, is a violation of the Cleanwater Act. Antifreeze is harmful to
all life and is especially deadly to dogs, cats and other domestic
animals that like the sweet taste of antifreeze.
The used antifreeze that HOWCO collects is stored and sold to
antifreeze recyclers in the state of Florida. These companies like, On-
Site Antifreeze Recycling located in Fort
Myers, Florida can recycle and restore the
used antifreeze back to it’s intended state
and use. Providing recycled antifreeze
that meets or exceeds ASTM standards.
12. RECYCLING TODAY’S WASTE TO PRODUCE TOMORROW’S ENERGY
HOWCO owns and operates a waste
water treatment system, with a licensed
capacity of over 10,000,000 gallons
annually. HOWCO maintains multiple
vertical tanks in containment to facilitate
isolation of certain waste types with
other wastes of compatible
characteristics. In addition to treating water from its own
operations, the company receives and processes wastewater
from a variety of outside sources, to meet the stringent pre-
treatment standards of the local municipal water treatment plant
(POTW.) The treated water is integrated into
the process of the POTW, which supplies
return-flow irrigation water to businesses and
residences. Solids generated from wastewater
treatment are transferred to HOWCO’s
on-site sludge management system.

Used oil filters are brought into our Saint
Petersburg, Fl facility for processing. Used
filters are crushed or shredded to remove
used oil, cubed, bulked and packaged for
shipping. The packaged filters are then
transported to a permitted smelting facility for recycling into
various steel products, such as rebar and manhole covers.
Used oil that is recovered from the filters is recycled through
the oil plant.
16. RECYCLING TODAY’S WASTE TO PRODUCE TOMORROW’S ENERGY
HOWCO’s St. Petersburg facility has an
on-site Analytical Laboratory, equipped
with current state-of-the-art equipment,
including Varian Gas Chromatographs,
Asoma XRF Spectrophotometer and a
complete Wet Chemistry section. The lab is
staffed by a senior environmental chemist
for prompt, accurate qualification of all waste streams. HOWCO’s
QA/QC program ensures that every project will receive a diligent
QA/QC review. All incoming oils are pre-screened in the field by our
drivers to ensure the halogenated compound levels meet the used oil
requirements before pumping. Before the used oil is received into the
plant, the oil plant operator will pull a sample from the trailer and bring
the sample to the lab for testing of halogenated compounds before
offloading into any receiving tank. Sulfur and distillation testing
is also done at that time. This effective quality management
system benefits HOWCO and the customer by verifying
compliance with requirements, maintaining checks and
balances in our day-to-day operations, and focusing on
prevention and improvement.
