#1: INTRODUCTION ON RISK BASED INSPECTION PLANNING.


Widely accepted points of reference for use of RBI are that it defines how to:
• Benefit of experiences elsewhere for your own situation
• Gather your own experience in a well defined manner
• Manage you asset cost efficient in a rationalised way
• Look ahead whilst learning from looking back
    – Make use of an integrated approach combining your specific knowledge with
      specialists knowledge (corrosion & materials engineers covering various
      deterioration mechanisms)
• Save on expenses for which there is no clear added value
    – Make use of legislative possibilities for interval extension where feasible
• Reveal compliance with legislation, stakeholders interests and available
  best practises such as PAS 55, RIMAP (EU) and T0260 (NL)

BP’s “Lessons learned from the Texas City Refinery Explosion”) reveals that
usually various barriers fail in case of an incident.
RBI therefore focusses onto safeguarding the functionality of technical
assets, thereby preventing the risk on costly failures.
# 1: INTRODUCTION ON RBI; GENERICS

       RBI strategic concept.

 For this strategic concept three “key issues” combined:
 Have control on:
 • The way of use (Process).
 • The way design and construction have been realised (Plant)
 • The way inspections are performed and documented (People)
 In which peoples behavior impacts all aspects.
WHAT IS THE KEY ISSUE?




Managing risks is not about simply implementing an IT solution.
It’s about adapting your organisation to have risks assessed and act accordingly.
# 2: GENERICS ON MULTI DISCIPLINARY INSPECTION PLANNING.


Generic issues to make multi disciplinary inspection planning work:
• Use a uniform risk concept.
    – use the same principle for consequences of failure assessment
    – Use the same principle for probability of failure assessment
• Relate this uniform concept to specific legislative requirements in a
  transparent, ambiguous way.
• Make sure that risks assessed comply with the risk interpretation of
  the people involved in integrity management
    – Otherwise “RBI” and “current practise” will each go their own way
• Use widely accepted risk approached to safeguard compliance with
  common sense.
    – This implies use of IEC 61508 and RIMAP having a status as best
      practise in industry
# 2: GENERICS ON MULTI DISCIPLINARY INSPECTION PLANNING.


Generic in all disciplines about risk is:
• There is uncertainty about the trend in future behavior
• Consequences of failure relate to QHSE

The common framework that covers this is:
• Integrate a bandwidth for future behaviour (for instance 4 categories)
• Integrate various categories for consequence of failure (IEC 61508)
    Predictability   Variation Correction factor
    Very good        10%       0,9

    Average          50%       0,67
    Poor / Bad       100%      0,5
# 3: COMPLIANCY ISSUES BY RIMAP AND T0260


• RIMAP being a European Initiative on Risk Based Inspection &
  Maintenance (RBIM) has defined a CEN Workshop Agreement
  being the CWA 15740 dated April 2008. This framework states
  amongst others that:
   – Compliance with local legislation should be safeguarded
   – Flexible in the sense of supporting qualitative to full probabilistic
     approaches
   – The approach used should be fully auditable
   – Costs optimisation should be demonstrated (so CoF should be
     determined in terms of costs as well)
• T0260 states that the methodology used should address the same
  issues as the default KINT/PMP method whilst the resulting intervals
  should not exceed the results of the default method.
# 3: COMPLIANCY ISSUES BY RIMAP AND T0260


How is this to be addressed?
• Simply by checking all these issues and demonstrating the
  compliance by available procedures.
• An example is shown below:




•   The risc based time interval correction factor extends within 5% when using the default 0,65
    correction factor per category. Case: IIPP Free Inspection Management Tool versus T0260.
# 4: THE STORK AMS APPROACH

  available options, thereby defining the best fit.
• Based on the best fit, we help you to implement the selected
  solution. (Ref.: centre of innovation)
• We can therefore assist you with any package that you own, no
  matter what you own or want to own.
• This is because our goal is to meet your integrity requirements; it’s
  NOT about pushing a single solution.
# 5: SUPPORT FOR SPECIFIC INTEREST GROUPS


What we see in practise is as follows:
• Large companies use state of the art CMMS systems like SAP,
  Maximo etc. and a mutiplicity of specific applications; this leads to
  an urgency for an integrated solution.
    – For these companies we offer a customer specific selection process, in
      which we determine which integrated package suits best with their
      needs. Of course we assist implementing one ot fhese solutions as well.
• Small companies use lite CMMS versions while lacking in many
  cases a specific solution for inspection management
    – For these companies, that quite commonly lack the specific expertise
      and budget for investment in specific integrity management, we offer
      dedicated services in integrity management. Their information
      requirements can be delt with by various solutions, one of which is a
      free of charge inspection management tool that we can offer.
# 6: THE WAY FORWARD


Our way forward is as follows:
• Integrate current approaches into one module
    – Experiences dating back to 1995 have been integrated in the module
•   Integrate user’s best practise requirements into this module
•   Define a Integrated Inspection Planning Prototype (IIPP) using this
    module (IIPP available as per Nov. 2009)
•   Mirror selected integrated packages against this IIP Prototype
•   Assist companies with adopting one of the selected packages in their
    business environment

We do this on the basis of our status as an independent service supplier.
For this purpose, our IIPP module which is available as per today is
supplied free of charge so that it may serve its goal for development
purposes.

                   that covers the next aspects:
    –   Inspection reporting
    –   Risk Based Inspection planning (when to inspect)

        assessment

•   Smaller businesses in NL (MKB):
     – Make use of the maintenance excellence program as defined for the MKB.

  1. Explain the main focus of Risk Based Inspection
  2. The multi barrier approach shows that incidents commonly are the result of multiple barriers failing. The backside of this is that it also shows that single effective barrier can have effects in preventing the combination of causes leading to failures.
  3. Risk Based Inspection is not just a tool that can be used.It is the result of a management decision to safeguard the integrity of your plant in a rationalised manner using a systematic and well defined approach.
