1. Issue raised
1.2 Contemporary FCT statistics, paragraph 3.
Only 9% have access to pipe borne water and 27% to bore hole water supply
only 36% of the communities in the Federal Capital Territory have access to
save drinking water. Invariably the mass of 64% of the people in the FCT.
Depends on rivers/stream/hand dug wells or rain water for drinking.
Out of the 858 communities only about 35% have access to electricity while
65% of the communities depends on kerosene and firewood for light.

1c. WHAT STDD IS DOING TO IMPROVE THE SITUATION.
Provision of social amenities such as upgrade of slums in core-indigenous
settlements in general, part of them to be provided includes; water and electricity.
Water supply: STDD/FCTA is working out a loan facility from the AfDB
to provide potable drinking water to about 0.9 m people at the cost of $74m.
STDD/FCTA is presently constructing a dam in Karshi Satellite Town to
cater for the residents of Karshi.
Access to power/Electricity: STDD/FCTA is accessing a loan facility from
the AfDB to provide electricity to about 0:9m people at the cost of about
$33m

2.1 Contemporary FCT Statistics: Paragraph 5
About 91% of FCT communities rely on community effort for emergency
medical services and 74% of the communities in the Federal Capital
2. Territory do not have primary Health care facilities with only 26% having
Primary Health Care; of these existing facilities, only 17% of them are
functional , 30% of them partially functional and 53% virtually non-
functional.
2b. STDD/FCTA noted with displeasure the inadequacies that exist in terms
of Primary Health Care facilities. Therefore efforts are on to take an
inventory of all the facilities and services that exist in the FCT regions with
a view of providing interventions where a shortfall is observed. Furthermore
PHC falls under the purview of the Area councils.
2C. WHAT STDD/FCTA IS DOING TO IMPROVE THE
SITUATION:
To increase access to Primary Health Care facilities, STDD/FCTA
through the SURE-P programme of the Federal Government built the
following PHC Centres which are ready for commissioning and handing
over.
I. PHC Centre Abuja
II. PHC Centre Kwali
III. PHC Centre Gwagwalada 1
IV. PHC Centre Kuje
V. PHC Centre Gwagwalada 2
VI. PHC Centre Tungan Nasara-Kubwa
VII. PHC Centre Mpape
VIII. PHC Centre Ciron bias-Wasa
3a. ISSUES RAISED:
3.5 The FCT administration should explore the following options:
PPP arrangement in the area of housing
Built Owned and Transfer Policies
3b. The present downturn in our economy, makes government at all levels to work
outside the box in order to ensure an uninterrupted development of settlements.
3. Therefore, the need for the STDD/FCTA to adopt PPP arrangements in project
development cannot be overemphasized.
3C. WHAT STDD/FCTA IS PRESENTLY DOING IN THE ARCH OF PPP
ARRANGEMENTS FOR HOUSING DEVELOPMENT IN THE FCT
REGIONS/SATELLITE TOWNS.
STDD/FCTA is presently working with some developers under the Public Private
Partnership arrangements at Pege (Abuja at 30 site) to provide affordable housing
to FCT residence.
Under the PPP arrangement, STDD/FCTA would provide the land with all the title
documents and primary infrastructure as well as technical support while the
developer provides secondary infrastructure and the housing units. The cost of
such housing units will be controlled to ensure affordability in Pege
(Abuja@30site) for social housing. Some of the units where developed by the FCT
Administration. Due to lack of funds, the undeveloped land was considered for
PPP arrangement. The developers considered were;

IV. Mullard Fuller Ltd.

STDD& the developers prepared drawings that are at the point of approval at the
Development Control Department, Approval has been delayed because of issues of
tittle documents.
