21. Conclusion –
Sri Lanka needs a unique Law to stop Violence & problem of
Narcotics
The complicated Narcotics & Political Problems that have given rise to
increased violence and social conflicts in the country today was predicted in
March 1981 by A.S.P Mr. Hema Weerasinghe, at an U.N. Training Course in
Narcotic Law enforcement conducted by the Police Department. Then
“Trafficking in Heroin”, was not a serious problem in 1981, but today it is.
The only way to stop this menace is by having a basic law(Constitution) for
the unique nation of Sri Lanka, with its unique Civilization.
The seven items that characterize the ancient civilization of Sri Lanka
are :
1. Uniqueness of the country in its geography, environment and
resources.
2. The social- system with a unique
„Ethnic-Mix‟ that sustained for millennia.
3. The
ancient Languages with specific script giving rise to a literary society.
4. The unique „Hydraulic Civilization‟ of Sri Lanka and reasons for its
survival.
5. Philosophy of „equal-opportunity, non-aggression, tolerance &
understanding‟.
6. Ability to survive and the resilient character of the nation to
withstand hardships.
