• Senator Patrick Leahy, Chairman, Senate Judiciary Committee, U.S. Senate -- Stuart Malawer has studied the
problems of national security law in a depth matched by few. His work is extraordinarily helpful to those
who must deal with this on a daily basis. It is a fast changing field of jurisprudence, and as the Chairman of
the Senate Judiciary Committee, I know how much time is taken in keeping up with the changes. Dr.
Malawer has provided an extremely helpful guide for all of us.

wish this collection of vital information had existed much earlier, when I was heavily engaged in providing
legal advice and counsel to those involved in international trade, aviation and transportation matters. Stuart
Malawer brings to this important work a magical blend of scholarship and practical experience. There is
nothing quite like his work – U.S. National Security Law – and I commend it to anyone interested in or
involved with legal matters relating to the U.S. national security arena.

3. Reviews of WTO Law & Litigation.
• Mike Moore, Director-General of the WTO (1999 – 2002) -- This outstanding sourcebook of Internet
documents on WTO law and the dispute resolution system is a tremendous undertaking. It is long-overdue
and will be invaluable to governments and professionals worldwide. Its comparative and institutional focus
as well as its inclusion of interdisciplinary information on issues of law, trade and politics from a range of
member states is a significant undertaking. Its reliance on material available on the Internet provides
evidence of the growth of the historical revolution in information and communications technology that
coincides with the birth and growth of the WTO itself. The interpretation and application of WTO trade law,
litigation and policy is as complex as it is vital to all participants in the global trading system. To the extent
that this work significantly assists in this global process, we all owe a great debt of gratitude to Dr. Stuart
Malawer of George Mason University.
