Automatic License Plate Recognition system is a real time embedded system which automatically recognizes the license plate of vehicles. There are many applications ranging from complex security systems to common areas and from parking admission to urban traffic control. Automatic license plate recognition (ALPR) has complex characteristics due to diverse effects such as of light and speed. Most of the ALPR systems are built using proprietary tools like Matlab. This paper presents an alternative method of implementing ALPR systems using Free Software including Python and the Open Computer Vision Library.

Most organizations rely on data in their daily transactions and operations. This data is retrieved from different source systems in a distributed network hence it comes in varying data types and formats. The source data is prepared and cleaned by subjecting it to algorithms and functions before transferring it to the target systems which takes more time. Moreover, there is pressure from data users within the data warehouse for data to be availed quickly for them to make appropriate decisions and forecasts. This has not been the case due to immense data explosion in millions of transactions resulting from business processes of the organizations. The current legacy systems cannot handle large data levels due to processing capabilities and customizations. This approach has failed because there lacks clear procedures to decide which data to collect or exempt. It is with this concern that performance degradation should be addressed because organizations invest a lot of resources to establish a functioning data warehouse. Data staging is a technological innovation within data warehouses where data manipulations are carried out before transfer to target systems. It carries out data integration by harmonizing the staging functions, cleansing, verification, and archiving source data. Deterministic Prioritization Approach will be employed to enhance data staging, and to clearly prove this change Experiment design is needed to test scenarios in the study. Previous studies in this field have mainly focused in the data warehouses processes as a whole but less to the specifics of data staging area.

The deployment of Information and Communication Technology (ICT) in different facets of the world’s economy has yielded very reasonable results. ICT has blured the barriers of hinderances in tourism, trade, healthcare, education and training. In governance and administration, ICT applications have enhanced the delivery of public services to citizens and clients not only by improving the process and management of government, but also by redefining the traditional concepts of citizenship. This paper examined the challenges facing the implementation of e-Governance in Ebonyi State – Nigeria and highlights the prospects. The research used a primary source of data by distributing, collecting and analysing a total of 500 questionnaires administered to respondents in the research area (Ebonyi State). The research found that the most difficult challenges facing the deployment of e-governance in Ebonyi State were lack of steady power supply, poor communication infrastructure and high cost of computer and internet equipments. The survey also revealed that the use of e-governance would bring improved efficiency in government operations without necessarily increasing the cost of state governance. e-Governance would strengthen democratic principles and ideologies which inturn brings good governance to the people.

Medical Science is considered as a field of uncertainty, vagueness and complexity. Fuzzy logic plays an important role to deal with these uncertainty, vagueness and complexity. Detection of diseases in medical is a very difficult task. To improve accuracy rate engineers helping in detection of the diseases by developing the Expert System using Fuzzy Logic. Fuzzy logic consists of many valued logic. It has varying values in the range of 0 and 1 instead of fix values. In this study, we developed a Fuzzy Expert system to detect Anemia on the basis of Symptoms as well as clinical test.

Data Mining plays an important role in extracting patterns and other information from data. The Apriori Algorithm has been the most popular techniques infinding frequent patterns. However, Apriori Algorithm scans the database many times leading to large I/O. This paper is proposed to overcome the limitaions of Apriori Algorithm while improving the overall speed of execution for all variations in ‘minimum support’. It is aimed to reduce the number of scans required to find frequent patters.

Code clone detection is an important area of research as reusability is a key factor in software evolution. Duplicate code degrades the design and structure of software and software qualities like readability, changeability, maintainability. Code clone increases the maintenance cost as incorrect changes in copied code may lead to more errors. In this paper we address structural code similarity detection and propose new methods to detect structural clones using structure of control statements. By structure we mean order of control statements used in the source code. We have considered two orders of control structures: (i) Sequence of control statements as it appears (ii) Execution flow of control statements.

eGovernment focusses on the use of technology to achieve levels of improvement in various areas of government, transforming the nature of politics and relations between the government and citizens. However, in Kenya, just like in other developing nations, many eGovernment projects have either stalled or failed to meet their objectives due to some key organizational factors. This study therefore highlights critical organizational factors affecting eGovernment projects and the nature of their relationships with eGovernment performance. The study employed cross-sectional survey design. Targeting the entire 18 eGovernment projects implemented through the Information Communications Authority of Kenya since 2005. Both primary and secondary data was collected and analyzed based on response from 217 respondents out of the 300 who participated (72% response rate). At the end, it emerged that out of the various organizational factors hypothesized to predict eGovernment projects Performance, only organizational structure, prioritization of deliverables, and organizational culture are critical in Kenyan context. Others identified in previous studies such as future needs of the organization, power distribution, structure, information system strategy alignment, prioritization of deliverables, and training were also important but not critical.

As we see that the world has become closer and faster and with the enormous growth of distributed networks like p2p, social networks, overlay networks, cloud computing etc. Theses Distributed networks are represented as graphs and the fundamental component of distributed network is the relationship defined by linkages among units or nodes in the network. Major concern for computer experts is how to store such enormous amount of data especially in form of graphs. There is a need for efficient data structure used for storage of such type of data should provide efficient format for fast retrieval of data as and when required, in this types of networks. Although adjacency matrix is an effective technique to represent a graph having few or large number of nodes and vertices but when it comes to analysis of huge amount of data from site likes like face book or twitter, adjacency matrix cannot do this. In this paper, we study the existing application of a special kind of data structure, skip graph with its various versions which can be efficiently used for storing such type of data resulting in optimal storage, space utilization retrieval and concurrency.
