dando credito a coloro che alzano le spalle pensando al processo partecipativo del Cisternino
come «a una foglia di fico» dietro cui nascondere i vecchi metodi da sempre utilizzati per le
grandi decisioni (soprattutto di tipo urbanistico ed energetico). …. “

Ogni volta che ci troviamo a dover decidere in un confronto fra due o più soggetti

cosa ha provocato attriti per lungo tempo in famiglia.
Anche il tentativo di reinserirti nel percorso universitario attraverso il CEPU non soltanto è fallito, ma ha contribuito a lasciare ulteriori
strascichi negativi nella tua famiglia.
Hai provato sulla tua pelle che Livorno è una città che ha un’offerta lavorativa assai ridotta, ma l’idea che, col trascorrere del tempo ti
appare sempre più chiara, di dover andare a lavorare fuori da Livorno suscita in te grandi e forti conflitti ai quali per adesso reagisci
rimandando ogni decisione e per il momento rassegnandoti ad un lavoro che senti come provvisorio presso Decathlon come semplice
commesso.
Non ti fai mancare niente, grazie anche al fatto che vivi con i tuoi genitori.
Hai una bella macchina, vesti in modo curato e all’occorrenza elegante, vai regolarmente in palestra, fai almeno due vacanze all’anno.
Vivi soprattutto “nel presente”, ed in questo ti senti tipicamente livornese, e sapersi godere la vita per come viene giorno per giorno,
rappresenta uno dei punti centrali nella tua scala di valori, quasi una tua fede.

Il tuo “copione”, il tuo scopo esistenziale, consiste nel trovare sempre l’aspetto umoristico di una situazione, atteggiamento che non si
ferma neppure, anzi si esalta, di fronte alle cose più serie della vita.
Relazionalmente dinamico ed in continua contrapposizione umoristica, “non credi” per definizione nella serietà dell’esistenza e sei
pronto a scherzare su tutto e su tutti anche sulla morte.
Questo umorismo radicale nasce dalla tua inconsapevole “capacità di credere e non credere contemporaneamente” alle cose ed ai fatti
che attacchi con la tua forza ironica.
L’idea di un impegno sociale rivolto a coinvolgere la cittadinanza ed a risvegliare, attraverso processi di democrazia partecipata, il senso
di appartenenza e del poter decidere nei livornesi, ti fa naturalmente sorridere ed attiva immediatamente la tua umoristica creatività.
Per definizione senti la cultura come un corpo estraneo alla dimensione del sentirsi labronico anzi quasi come un attacco alla tua
naturale schiettezza, e ne prendi scientificamente le distanze in nome di una libertà naturalistica dell’essere.
La richiesta di partecipare alla costruzione di idee in direzione del progetto Cisternino 2020, si ritraduce nel tuo schema interpretativo,
nella ricerca e formulazione di una proposta spiazzante capace di scatenare la risata dissacrando le intenzioni sociali di una proposta
nella quale non credi per definizione, smascherando così quella che percepisci come una falsificazione del potere istituzionale,
dimensione che senti estranea e, per certi aspetti, nemica.
I tuoi circuiti neuronal-umoristici si attivano quindi all’istante per cercare di mettere a fuoco le proposte più lontane possibili dalla
serietà degli intenti impliciti nel progetto.
Nel pensare ad una possibile proposta da elaborare, la tua attenzione ed il tuo impegno si focalizzano così, fin dall’inizio, sul trovare
qualcosa di diverso, di veramente e tipicamente livornese.

ritieni di non dover tradire le tradizioni di concretezza del mondo a cui appartieni.

La tua paura: è che la discussione si faccia troppo intellettuale e che tu possa fare una brutta figura aprendo
bocca a sproposito. Per questo hai deciso di adottare il tuo classico modo dissacratorio nel caso in cui dovessero
manifestarsi discussioni inutilmente intellettualistiche che senti astratte ed inutili.
Il tuo desiderio: vorresti che questa fosse l’occasione per offrire ai giovani livornesi un luogo dove poter incontrare e dialogare con i
migliori esempi dello sport livornese, quei personaggi che possono rappresentare dei modelli positivi in una società dove “anche la
politica è quasi sempre collusione, corruzione e staccata dalla gente comune, come noi”.
Immagini che questa casa della cultura possa diventare una scuola di vita dove gli insegnanti siano persone capaci di portare un
insegnamento concreto, di come muoversi nel mondo.
Basti pensare a cosa ha insegnato ai giovani Lucarelli rinunciando al miliardo, oppure Protti di quando ha deciso di non ritirare la maglia
numero dieci.
La tua difficoltà: esprimere quello che veramente pensi al cospetto di persone che tu reputi essere degli intellettuali e che ti
incutono un senso di inadeguatezza.
Hai anche difficoltà a capire come mai la casa della cultura di Livorno debba essere regalata agli extracomunitari, verso i quali non nutri
nessun senso di discriminazione, ma qui si tratta della casa della cultura di Livorno. Non sei abituato, per tradizione familiare, a dare
molto ascolto alla donna, che più che altro vedi come angelo del focolare domestico.
I tuoi obiettivi: costruire un centro di livornesità, che manca perché i giovani vanno a ballare fuori, i cinema in centro sono chiusi,
non ci sono punti di ritrovo specialmente al chiuso.
Per ottenere questo sei anche disposto che la casa della cultura accetti, di tanto in tanto, delle personalità di spicco livornesi da altri
campi.
Perché qual’è l’aspetto che ha reso più famosa Livorno, negli ultimi anni?
Lo sport. E dunque cultura a Livorno, secondo te, è principalmente sport, come scuola di vita e di valori. Come è sempre stato per tutti i
componenti della tua famiglia e per i tuoi amici.
I tuoi vincoli: non puoi accettare che lo sport livornese non giochi un ruolo importante nella programmazione organizzativa della
casa della cultura, anche se sei consapevole che non tutti gli altri nel comitato la penseranno come te.
Per questo sai in partenza quali difficoltà potrai incontrare nel far valere i tuoi punti di vista, ma, proprio nel rispetto di uno dei valori
portanti della cultura livornese, sei determinato a farti valere e a non arrenderti di fronte alle difficoltà.
“Il mare ci ha insegnato questo, a non arrenderci mai, ma ad essere umili”, hai sempre sentito dire, e così farai.
106. L’ Open Space Technology (OST) è nato negli anni ’80 ad opera di Harrison Owen dalla
constatazione che, durante un convegno, i momenti che i partecipanti considerano più
fruttuosi sono quelli del coffee break, perché questo è uno speciale spazio-tempo che lascia
liberi i partecipanti di conversare con chi vogliono, per il tempo che ritengono utile, solo su
temi di loro interesse.
Un OST è una specie di convegno, che però per il 99% del tempo funziona secondo i
principi del coffee break e per l’1% secondo quelli dei discorsi più paludati ed ufficiali.
L’Ost è una modalità di indagine e decisionale adatta a situazioni in cui un gruppo
differenziato di persone deve affrontare dei problemi complessi e conflittuali in modi
innovativi e creativi. I convegni Ost, ormai molto diffusi sia in Europa che in altri continenti,
non hanno relatori invitati a parlare né programmi predefiniti, sono organizzati a partire da
un tema concreto e contingente proposto sotto forma di domanda rivolta a tutti coloro che
sono interessati.
107. Il progetto Cisternino 2020 visto da una
dirigente dell’Amm.ne comunale di Livorno
Ho sentito tanto parlare di partecipazione negli anni ‘70 ed ‘80, prima da studente e poi da dipendente
dell’Amm.ne comunale. Nel tempo, nella mia esperienza, l’argomento è diventato meno centrale nelle
discussioni e nei documenti di programma, ed ho visto assumere al tema della partecipazione sempre più
valore di postulato della vita di una Amm.ne locale: una partecipazione dichiarata e presupposta, senza però
nuovi spunti o pratiche suscettibili di generare un valore aggiunto rispetto alle esperienze già fatte e forse un
po’ sclerotizzate.
E’ stato in occasione delle iniziative propedeutiche all’ approvazione da parte della Regione Toscana di una
legge apposita, che ho respirato nuove speranze e visto possibili scenari di “ripartenza”, in un contesto che da
subito si è presentato globale, con un carnet di esperienze svolte nelle più varie parti del mondo, e questa è
stata solo la prima novità. Ho conosciuto infatti insieme a nuove esperienze, anche studiosi, politici, passionari
che mi hanno fatto vedere la questione da un inedito , almeno per me, punto di vista.
Questo è stato l’antefatto di una esperienza professionale, ma anche umana (è difficile in questa materia
distinguere i due aspetti della persona ) che mi ha visto collaborare al progetto Cisternino 2020 avviato a fine
2007 nel Comune di Livorno ed ora in fase di conclusione.
Vari uffici comunali avvalendosi della collaborazione di esperti esterni , sono stati coinvolti nel progetto,
affrontandolo con la curiosità di sperimentare nuove forme di composizione di un “conflitto”, con la
consapevolezza della necessità di imparare nuove tecniche di comunicazione nel rapporto con l’esterno, ma
anche …..col timore di vedere delusi ardori giovanili ormai sopiti.
Sotto l’aspetto organizzativo un dirigente è stato assegnato ( quasi a tempo pieno nelle fase febbraio maggio )
a seguire l’attività portata avanti dal Dipartimento affari Generali di concerto con altri uffici di settore coinvolti
(lavori pubblici, Gabinetto del Sindaco, Promozione Sociale/politiche giovanili, Ufficio Cultura) con i quali è
stato formalizzato un Gruppo di lavoro.
108. Volendo fare una valutazione sintetica dell’esperienza questi i punti di forza delle scelte effettuate:
•il rapporto con l’Università attraverso il contributo degli esperti incaricati,
•la tipologia dell’intervento: si offre un nuovo spazio per i giovani per il quale è disponibile il
finanziamento per il primo lotto dei lavori di ristrutturazione.
•l’aver creato un gruppo interno interdisciplinare interno all’Amm.ne
•l’aver collocato la cura della materia “ partecipazione” in un settore dell’Amm.ne a vocazione
trasversale (segreteria generale, ufficio comunicazione ed editoria – URP e rete civica, sistemi
informativi, SUAP , circoscrizioni ecc..) consentendone un impianto integrato tra aspetti giuridici, di
comunicazione e informatici
questi invece i punti critici da presidiare :
•Occorrono risorse dedicate sia finanziarie sia di personale addetto
•Occorre acquisire con celerità uno stile di comunicazione adeguato a contesti di lavoro inusuali per
un dipendente pubblico.
•Occorre anche per quanto sopra, acquisire maggiore consapevolezza delle potenzialità dell’uso di
nuovi strumenti ( es. web 2.0)
Aggiungo una valutazione finale: è stato sorprendente vedere la risposta attiva di tante persone di
generazioni diverse all’invito a partecipare , ma ora occorre mantenere viva la consapevolezza che un
processo di questa natura richiede di essere “ amorevolmente” coltivato e che questo non si può fare solo
per dovere d’ufficio. In molte situazioni che il processo inevitabilmente comporta, non ci sono procedure
amm.ve o regole scritte e intorno ad un tavolo o disposti in circolo, si naviga a braccio, forti solo di quanto
gli esperti-studiosi della materia possono trasferirti nell’orientare il tuo personale apporto, un processo da
seguire con la mente e col cuore, forse anche con un po’ di “ sana follia” come mi sono più volte trovata a
dire a Susan George.
