As for Lebanon, the local electric utility (EDL) was plunged into major financial difficulties that hindered all the efforts to meet the energy demand. These problems led EDL, supported by the Ministry of Energy and Water, to resort to special measures aiming at changing the current culture of energy consumption in favor of energy conservation and efficient usage. In Lebanon, energy consumption within the commercial and residential sectors represents a considerable percentage of the total energy consumption and has potential energy saving opportunities. Energy Efficiency standards and labels would offer practical solutions to improve energy efficiency within the buildings. Lebanese standards are voluntary in principle; however, for reasons of public health, safety and/or national interest, they may be rendered mandatory through decrees issued by the Council of Ministries. In this regards, the development of Lebanese standards for energy efficiency equipment being utilized in residential units is one of LCECP's main tasks. These activities are coordinated closely with Lebanese Norms National Institute (LIBNOR).
To that end, LCECP defined the appliances that should be subjected to energy efficiency standards under the Project framework: Solar Water Heaters, Compact Fluorescent Lamps, Refrigerators, AC split units, and electric/gas water heaters.
The UNDP / MEW Energy Efficiency Project collaborated with the Lebanese Solar Energy Society (LSES) and produced the first draft of the Lebanese standards that helped LIBNOR issue the first Lebanese set of standards in that respect. As per the policies adopted by the government, Lebanon will be simply conforming to the European norms and standards.
The project has also identified the European standards relevant to Compact Fluorescent Lamps and is closely working with LIBNOR on adopting them. The center will be collaborating in the next coming months with all the concerned governmental and nongovernmental agencies and organizations in Lebanon to ratify the adoption of proper comparative labels in harmony with the Lebanese market. The Tunisian successful refrigerator labeling program has gained the attention of the center. The center is studying this experience and is planning to seek similar prospects. In its attempt to assess the availability, types, models, characteristics, energy efficiency, pricing and market penetration of some of the electrical appliances imported and locally manufactured, the project is currently conducting a market survey study for the identification of the energy efficiency equipment in the Lebanese market. Moreover, the project is also conducting a socio-economic survey for energy efficiency concepts including knowledge, attitude, and practice (KAP); the purpose of which is to identify the mostly used energy efficient technologies (household equipment), the needed technologies, the consumers’ profile, the urban vs. rural situations, the seasonality and the impact of the energy bill on the different social categories.
