The Works Committee is a sub-section of the Industrial Disputes Act that allows the government to require employers in industrial establishments with 100 or more workers to form a committee consisting of representatives of employers and employees. The committee is meant to represent the various categories, groups, and classes of workers in the establishment. It must have no more than 20 members, with employee representatives making up at least half. The employer nominates employer representatives who are in direct contact with the work. The committee must meet at least once per quarter, and the employer must provide facilities for meetings and carrying out the committee's work. The employer also must submit biannual returns to the Conciliation Officer by the 20th of the month after each half-year

Constitution: Any Industrial Establishment in which one hundred or more
workmen are employed or have been employed in the proceeding twelve
months, the appropriate government may by general or special order
require the employer to constitute in the prescribed manner a works
committee consisting of representative of employers and workmen
engaged in the establishment.
Number of Members:
- Total members shall not exceed twenty.
- Number of the representatives of the workmen shall not be less than
the number of representative of the employer.
- Members Constituting the committee shall be fixed so as to afford
representation to the various categories, groups and classes of
workmen engaged in, and to the sections, shops or departments of
the establishment.

2. • Representatives of Employee: The representatives of the employer
shall be nominated by the employer and shall, as far as possible, be
official in direct touch with or associated with the working of the
establishment.
• Number of Meetings: The committee may meet as often as necessary
but not less than once in three months (a quarter).
• Facilities for Meeting: The employer shall provide accommodation for
holding meetings of the committee and also provide all necessary
facilities for carrying out the work of the committee.
• Submission of Returns: The employer shall submit Half-yearly
returns as in form G-1 in triplicate, to the Conciliation Officer
concerned not later than the 20th day of the month following the Half
year.
