This document discusses various Open Educational Resource (OER) initiatives in India. It describes initiatives by the University Grants Commission - Consortium for Educational Communication (UGC-CEC) which produces educational television programs and content. The National Mission on Education through Information and Communication Technology (NME-ICT) aims to leverage ICT to enhance access, equity and quality in higher education. The National Programme on Technology Enhanced Learning (NPTEL) is a joint initiative of IITs and IISc which provides free online courses in engineering, science and other subjects.

2.  The term Information and Communication Technology (ICT) has affected
almost all spheres of life.
 The term ‘Open Educational Resources’ (OER) first came into use at
UNESCO’s “Forum on the Impact of Open Course Ware for Higher
Education in Developing Countries” in 2002.
 OER has made open access successful and propagated best retrieval and
dissemination of information.
 The OER has gained momentum thus is very helpful in e-learning, distant
mode of learning.

4. UGC-CEC
 In the year 1925, The Inter-University Board came into being with an aim to
further educatiinal, cultural and extra-curricular activitues in the various
universities across the country.
 The Consortium for Educational Communication popularly known as CEC is
one of the Inter University Centres set up by the University Grants
Commission of India.
 It has been established with the goal of addressing the needs of Higher
Education through the use of powerful medium of Television along with the
appropriate use of emerging Information Communication Technology (ICT).

5.  Realizing the potential and power of television to act as means of
Educational Knowledge dissemination, UGC started the countrywide
classroom programmes in the year 1984.
 For the production of such programmes media centers were set up at 6
universities.
 Subsequently CEC emerged in 1993 as a nodal agency to coordinate,
guide and facilitate such educational production at the national level.
 Today 22 media centers are working towards achieving this goal under
the umbrella of CEC.

6. NME-ICT
 The National Mission on Education through ICT has been
envisaged as a Centrally Sponsored Scheme to leverage the
potential of ICT, in teaching and learning process for the
benefit of all the learners in Higher Education Institutions in
any time anywhere mode.
 This was expected to be a major intervention in enhancing
the Gross Enrolment Ratio (GER) in Higher Education by 5%
points during the XII Five Year Plan period.

7.  Access, equity and quality are the three cardinal principles of
Education Policy.
 These principles could be served well by providing
connectivity to all colleges and universities, providing low
cost and affordable access-cum computing devices to
students and teachers providing high quality e-content free
of cost to all learners in the country.

8.  The mission has two major components
i)Providing connectivity, along with provision for access devices, to
institutions and learners.
ii)Content generation.
 Its seeks to bridge the digital divide, that is the gap in the skills to use
computing devices for the purpose of teaching and learning among
urban and rural teachers/ learners in Higher Education domain and
empower those, who have hitherto remained.

9. NPTEL
 The National Programme on Technology Enhanced Learning (NPTEL), a project
funded by The Ministry of Human Resources Development (MHRD), provides e-
learning through online Web and Video courses in engineering, sciences,
technology, management and humanities.
 The initiative was started in 1999 with a prime aim of developing and enhancing
the basic knowledge of science and engineering with the help of multimedia and
the internet.
 The main motive of NPTEL is to empower students and prepare them for
competition on global level.

10.  It is a joint venture by seven Indian Institute of Technology and Indian Institute of
Science Bangalore.
 It acts as a single platform of e-learning to more than 24 subject disciplines including
various sub disciplines of Engineering Science and Technology.
 During its first phase that is Phase I (2003-2007), 110 video courses 129 web courses
were produced for dissemination in the India.
 NPTEL is a curriculum building exercise and is directed towards providing learning
materials in science and engineering by adhering to the syllabi of All India Council for
Technical Education and the slightly modified curricula of major affiliating universities.

11.  It has developed curriculum based video courses and web based e-courses
targeting students and faculty of institutions offering UG engineering
programmes.
 NPTEL provide free online course where in the form of web courses and video
lectures.
 These lectures utilise a multitude of facilities of the video medium such as chalk-
and-talk, tablet writing, PowerPoint, two and three dimensional animations
interactive course, etc.29
