EMERGENCY RESPONSE (ER)
   Divided into 2 sections; crises and non-crises.
   Crisis indicates that the situation in which imminent danger
    to a child such as physical pain, injury, disability, sever
    emotional harm or death is likely and social worker requires
    to have a face-to-face contact with child must be done within
    two hours of receiving the referral with the child(ren).
   Non-crisis indicates that the child is not in imminent risk of
    abuse, neglect, or exploitation. The social worker has within
    10 days of receiving the referral to make face-to-face contact
    with the child(ren).

    of any conditions which place the child or another child in the
    family or household, at risk and in need of services and which
    would cause the child to be a person described by Welfare
