CONCEPTO DE SOBERANÍA
La Soberanía (del latín “super amus”, ‘señor supremo’) es la voluntad política que posee un Pueblo con derecho a tomar decisiones para determinarse, manifestarse, y tomar decisiones con independencia de poderes externos.
PODER PÚBLICO REGIONAL
Además de la figura del Gobernador(a) de Estado, hay otras instituciones que juegan un papel muy importante en el desarrollo de las funciones del Estado, como lo son:
1. El Consejo o Asamblea Legislativa Estadal: Que es el órgano encargado de legislar sobre las materias de la competencia estadal, así como de sancionar la Ley del Presupuesto del Estado, entre otras.
2. La Contraloría Estadal: Es un órgano que para su funcionamiento requiere de autonomía orgánica (como órgano) y funcional (con respecto a sus funciones). La misma tiene por objeto la vigilancia, control y fiscalización de los ingresos, los gastos y los bienes del Estado.
