“ปิโตรเลียม” หมายความว่า น้ำมันดิบ ก๊าซธรรมชาติ ก๊าซ
ธรรมชาติเหลวสารพลอยได้ และสารประกอบ
ไฮโดรคาร์บอนอื่น ๆ ที่เกิดขึ้นโดยธรรมชาติ และอยู่ใน
สภาพอิสระ ไม่ว่าจะมีลักษณะเป็นของแข็ง ของหนืด
ของเหลว หรือก๊าซ และให้หมายความรวมถึงบรรดา
ไฮโดรคาร์บอนหนักที่อาจนำขึ้นมาจากแหล่งโดยตรง โดย
ใช้ความร้อนหรือกรรมวิธีทางเคมี แต่ไม่หมายความรวมถึง
ถ่านหิน หินน้ำมัน หรือหินอื่นที่สามารถนำมากลั่นเพื่อแยก
