This document outlines plans to establish an ecotourism cluster in Primorsky Territory, Russia. It will include 16 base points and routes focused on ecological tourism and education. The goal is to construct tourism, social, business, and transportation facilities to accommodate annual tourist flows projected to increase from 30,000 in 2014 to 700,000 by 2018. Infrastructure will include hotels, campgrounds, and museums at base points highlighting nature and culture. The cluster aims to promote conservation while enhancing regional economic sustainability through environmentally-responsible tourism.

3. Main Ecotourism Principles:

3. Raising of ecological culture level of all parties involved
in ecological tourism activities;
4. Maintaining ethnographic status of recreational territo
ries.

4. Project Goal
The Project goal is to establish 16 base points
(“Base Points”) within the ecotourism cluster to
be included in the integrated network of educational
tourism and “The Path of Leopard” routes through
construction of a complex of facilities for the pro
vision of year round ecological and recreational
tourism services.

(**) – This museum complex will include everyday life elements and artifacts of tribes indigenous to the
southern part of the Far East such as Tazy, Orochi, Nivkhi, Ainu, Nigidal, Nanai, etc., some 12 tribes in total.
Also: for customized excursions around Primorsky Territory – mobile unit accommodating tourist groups
up to 10 people on individual programs. “Super Comfort” and “Vip” series.

5. «Base Point» Components and Elements
Each of the first seven above said base points of the ecotourism cluster
(including Central Estate) includes the following compulsory compo
nents:
1. Information center (permanent subject matter exposition represent
ing the nature and sites of interest in this area with particular leopards
and other animals living here).
2. Souvenir kiosk.
3. Room for film viewing, presentations and meetings.
4. Room (hall) for recreation combined with a playroom for children and
exhibition hall.
5. Catering outlet.
6. Equipment and outfit rental service.
7. Toilet.
The following facilities will be arranged in vicinity of
the following base points (8 14)*:
1. Parking area
2. Car camping area
3. Tent camp area
4. Mini hotels (low cost)
5. Guest house of higher comfort level.

It includes:
ADMINISTRATIVE BLOCK (business units, each of them involved in management of and support to educational
and tourism activities on the ecotourism cluster premises:
MUSEUM OF NATURE (educational and informative element of the infrastructure. It will host permanent and
temporary expositions, conduct classes with children and give lectures. Visitors will be able to obtain here detailed
consultations about sites of interest in Primorsky Territory and ongoing scientific studies).
VISIT CENTER (key point of the ecotourism cluster infrastructure where information flows are organized).
Also, the Visit Center will be a venue for the “Spotted Panther” festival of documentary films about the planet’s
rare felines. The purpose of this festival is to attract attention to rare feline survival problems (Far Eastern leopard,
Amur tiger, snow leopard, cheetah, etc.), environmental problems and human induced impact on environment
conservation and recovery.

12. It is planned that about 60 tourism, social, business, hotel and transport
infrastructure facilities will be constructed during project implementation
phase in Khasansky Municipal District of Primorsky Territory.
Hotels of different comfort level for a total of 1 280 beds, motels and car
campings will be available for tourists.
It is expected that the Ecotourism Cluster “ECOTERRA” Ecological and Rec
reational Tourism Center will be receiving 30 000 (2014) to 700 000 (2018)
people per annum. This project will create more than 500 jobs in this region.
Required investment volume is estimated at 3 789 900 thousand rubles.
