The Senate held its eighth day of the eighth regular session on October 21, 2014. During the session, the Senate unanimously passed bills relating to increasing filing fees for political candidates and allowing the National Development Bank to accept deposits. A bill relating to the Palau Visitors Authority was deferred. The Senate also passed a bill providing hazardous duty pay differentials for some public employees and amended a bill relating to ensuring timely scholarship disbursements and funding for special education. Resolutions were introduced regarding establishing a Chinese language program and confirming appointments to the Financial Institutions Commission and as Special Prosecutor.

NGERULMUD, REPUBLIC OF PALAU – Senate President Camsek Elias Chin called the
Eighth Day of the Senate’s Eighth Regular Session to order at 10:20 a.m. on Tuesday, October
21, 2014 with all Senators present except Senator Hokkons Baules, Senator Kathy Kesolei and
Senator Mlib Tmetuchl.
In its second reading, the Senate took actions on the following Bills:
1. House Bill No. 9-58-3, HD2, SD1: The Bill which seeks amend Title 23 of the Palau
National Code to increase the filing fee for candidates that run for office in the
national elections was passed unanimously.
2. House Bill No. 9-84-5, HD1, SD1: The Bill seeks to amend Title 26 of the Palau
National Code to facilitate the National Development Bank of Palau to accept
deposits and was passed unanimously.
In its third reading, the Senate took actions on the following Bills:
1. Senate Bill No. 9-35, SD1: The Bill which seeks to amend Title 28 of the Palau
National Code relating to the Palau Visitors Authority was deferred until the next
session.
2. Senate Bill No. 9-98, SD1: The Bill which seeks to provide a hazardous duty
differential to certain Public Service System employees was passed unanimously and
was transmitted to the House of Delegates for further action.
3. House Bill No. 9-70-4, HD3, SD1: The Bill seeks to amend 22 PNC § 229 to ensure
scholarship recipients receive timely disbursements, and to set aside money for the
teaching of special education. A floor amendment introduced and passed was a
subsidy to PPUC for Water & Sewer Operations, where $3,419,000 was authorized
for appropriation for expenditure in Fiscal Year 2015. The Bill with the floor
amendment was passed and was transmitted to the House of Delegates for further
action.

On the Adoption Calendar, the Senate took the following actions:
1. Senate Joint Resolution No. 9-41: The Resolution introduced by Senator Regis
Akitaya urges Palau Community College to establish a Chinese language training
program. The Resolution was referred to the HEYSW Committee for further study.
2. Senate Resolution No. 9-138: The Senate Resolution introduced by Senate President
Camsek Elias Chin (by request) is to confirm the presidential appointment of Mr.
Melwert B. Kikuo to serve as a member of the Governing Board of the Financial
Institutions Commission for a term of three (3) years. The Resolution was adopted
unanimously by acclamation.
3. Senate Resolution No. 9-132: The Senate Resolution introduced by Senate President
Camsek Elias Chin (by request) confirming the presidential appointment of Mr.
Robert Charles Lee, Esq. to serve as the Special Prosecutor of the Republic of Palau
for a term of five (5) years was deferred until the next session.
