Space has become an increasingly important area of global security over the last decade. As countries around the world become increasingly dependent on satellites for everything, the importance of ensuring their operation has also increased. Especially for Air Forces around the world, support from Space has become a critical component of modern military operations, providing intelligence, surveillance and reconnaissance capabilities, vital communication links, early warning and GPS guidance among others.
At the same time, the issue of security in space has also become more pressing. With several countries developing space weapons and related technologies, the potential for conflict in space has increased. In addition, the issue of space debris has become more important as the number of man-made objects in orbit continues to increase. All of these factors pose challenges for the Air Forces, especially for those that have decided that their area of responsibility will extend into space.
The recent conflict in Ukraine highlighted some of these challenges. The use of satellite imagery and tactical space communications played an important role in the conflict, and the possibility of using space weapons in the conflict has raised concerns about the risks of escalation.
This article, included in a special issue of the HAF's Air Review devoted to Space, explores the issue, providing a history of HAF's involvement in Space up to the latest developments in satellite systems, as well as the challenges generally faced by the Air Force as it attempts to navigate this complex and dynamic environment.

Η ΔΕΕ, μετά τα μαθήματα που πήρε από τη συμμετοχή της
Ευρώπης στον Περσικό Πόλεμο (1990-91), όπου οι ευρωπαίοι
αποδείχθηκαν «τυφλοί & κουφοί» και βασίζονταν στις ΗΠΑ
να τους ενημερώσουν, αποφάσισαν:
• Το 1992 τη συγκρότηση του Δορυφορικού Κέντρου για
φωτοερμηνεία-ανάλυση δορυφορικών Εικόνων (Από το
2002 το SatCen ανήκει στην ΕΕ και έχει και ελληνική
παρουσία).
• Την εκπόνηση Μελετών Σκοπιμότητας για την ανάπτυξη
ενός αυτόνομου ευρωπαϊκού δορυφορικού
προγράμματος επιτήρησης της γης.

Η Ευρωπαϊκή Ένωση, ο κύριος δρών σε θέματα της
Πολιτικής για το Διάστημα.
Μέχρι τη δεκαετία του ‘90, η Πολιτική της ΕΕ
εστιάζονταν στους τομείς μεταφορών, περιβάλλοντος,
έρευνας κλπ. Το τέλος του Ψυχρού Πολέμου, ενίσχυσε
τις πολιτικές φιλοδοξίες της ΕΕ:
• Το 1993: Η Συνθήκη του Maastricht, καθόρισε τη Κοινή
Εξωτερική Πολιτική και Πολιτική Ασφάλειας (ΚΕΠΠΑ-CFSP)
• 1999: Το Ε. Συμβούλιο στη Κολωνία συγκρότησε την Ευρωπαϊκή
Πολιτική Ασφάλειας και Άμυνας (ΕΠΑΑ/ESDP-σήμερα ΚΠΑΑ
/CSDP) ως τον επιχειρησιακό κλάδο της ΚΕΠΠΑ
Όμως η Ευρωπαϊκή Στρατηγική για το Διάστημα
(2000) δεν έκανε καμία μνεία στις ανωτέρω Πολιτικές

Στις αρχές του 2000, η Ευρωπαϊκή Επιτροπή, σε
συνεργασία με την ESA, ανέπτυξαν:
• Μία Στρατηγική Διαστήματος της ΕΕ
• Ένα Πρόγραμμα Διαστήματος της ΕΕ, με τα
ακόλουθα δύο σκέλη:
o Το πρόγραμμα εντοπισμού θέσης και πλοήγησης Galileo, με
εκτίμηση κόστους 6.3 δις € (πλήρης ανάπτυξη το 2020).
o Το πρόγραμμα παρατήρησης γης Global Monitoring for
Environment and Security (GMES, που αργότερα μετονομάστηκε
σε Copernicus με εκτίμηση κόστους 4.3 δις € (πλήρης ανάπτυξη
το 2020).

• Η Συνθήκη Λισαβώνας θεσμοθετεί το
Διάστημα ως μία πρόσθετη πτυχή των
πολιτικών της ΕΕ (πχ της γεωργίας ή
αλιείας).
• Η ΕΠΔ θέτει ως στρατηγικό στόχο να
καλύψει τις ανάγκες της Ασφάλειας και
Άμυνας μέσω του Διαστήματος
• Η ΕΠΔ προβλέπει μόνιμο δομημένο
διάλογο, συντονισμό και συνέργειες
μεταξύ όλων των δρώντων για την
αποφυγή επικαλύψεων και εξόδων.
• Ο διάλογος επικεντρώνεται στις απαιτήσεις των
χρηστών για:
o Τη σχεδίαση/απόκτηση δορυφορικών
συστημάτων έως
o Την εκμετάλλευση προϊόντων από τους
τελικούς χρήστες
30. Τα προγράμματα της ΕΕ έχουν αναπτυχθεί αυτόνομα και
όχι ως ένα Σύστημα Συστημάτων. Αυτό δημιουργεί
προκλήσεις ολοκλήρωσης των.
Η κάλυψη των επιχειρησιακών αναγκών ΕΕ από το
Διάστημα αξιολογήθηκε με βάση την εμπειρία των
πολιτικών αποστολών και στρατιωτικών επιχειρήσεων ΕΕ
και ιεραρχήθηκε ως ακολούθως:
• Τηλεπικοινωνίες
• Παρατήρηση Γης
• Εντοπισμός Θέσης-Πλοήγηση
Οι ανωτέρω προτεραιότητες δεν είναι αντίστοιχες με
αυτές του Προγράμματος της EE ή του ελληνικού ΥΠΕΘΑ

Όμως το Θεσμικό περιβάλλον ανάπτυξης των
σχετικών δραστηριοτήτων είναι «άναρχο»:

• Οι φορείς είναι κατακερματισμένοι σε επιμέρους
μονάδες.
• Κανένας δεν αναγνωρίζει τον άλλο ως υπέρτερο τους

προϊόντων
• Το ύψος των διαχρονικών επενδύσεων σε εθνικό επίπεδο

να είναι καταγεγραμμένο. Κύριες Δράσεις:
o Ο Ιδιωτικός τηλεπικοινωνιακός δορυφόρος Hellas Sat
o Το Στρατιωτικό Πρόγραμμα Παρατήρησης Γης Helios-2
o Η συμμετοχή στα προγράμματα ΕΕ-ESA-EUMETSAT.
o Η συμμετοχή στα προγράμματα Έρευνας-Διάσωσης

•Οι Ελληνικές Ικανότητες:
• Στο Διαστημικό Τομέα:
o Είναι ιδιοκτήτρια του 2,5% του στρατιωτικού δορυφόρου
παρατήρησης γης Helios-2
o Έχει διαθέσει τη θέση της στη γεωστατική τροχιά στον
ιδιωτικό τηλεπικοινωνιακό δορυφόρο (Hellas Sat -2), και
λειτουργεί τον επίγειο σταθμό του στην ελληνική
επικράτεια.

37. • Τομέας Άμυνας:
• Πολιτική για το Διάστημα (1995-αναθεωρήθηκε το 2007).
Στόχοι της:
o Η εκμετάλλευση προγραμμάτων, ιδιαίτερα στους τομείς
των επικοινωνιών και της παρατήρησης της γης (με
εστίαση στο Helios-2) από το Διάστημα
o Η αυτονομία δεν αναφέρεται ως επιλογή.
o Δεν προβλέπονται συνέργειες
• Επιτελικός Φορέας: Έχει καθοριστεί, με εισήγηση ΠΑ, σε
επίπεδο Υπουργείου (ΓΔΠΕΑΔΣ).
• Η Πολιτική υλοποιείται ήδη σε συγκεκριμένο Πρόγραμμα,
που δεν έχει καταγραφεί σε ένα ενιαίο θεσμικό κείμενο.

38. IV. Φέρνοντας το Διάστημα στη Γη : Οι Προκλήσεις
• Σε εθνικό επίπεδο, τη συγκρότηση Επιτροπής «Σοφών»
(όπως η ESA) με αντικείμενο την υποβολή προτάσεων
σχετικά με:
• Το μακροπρόθεσμο στρατηγικό σχεδιασμό θεσμών, λειτουργιών
και ικανοτήτων που θα πρέπει να αναπτυχθούν
• Τη Πολιτική και Προγράμματος Διαστήματος σε Εθνικό Επίπεδο
• Τη Συγκρότηση Εθνικού Φορέα
• Την εφαρμογή μιας μόνιμης διαρθρωμένης συνεργασίας μεταξύ
επιμέρους εθνικών φορέων
• Λήψη Απόφασης σε επίπεδο Κυβερνητικής Επιτροπής
39. IV. Φέρνοντας το Διάστημα στη Γη : Οι Προκλήσεις
Σε επίπεδο ΥΠΕΘΑ:
• Σύστημα Helios-2:
• Συνέργειες με Τομέα ασφάλειας για επιτήρηση Συνόρων
• Υποστήριξη των Επιχειρήσεων (3d, simulators, σχέδια)
• Μετά το πέρας του, τι ακολουθεί;
• Πως εκμεταλλεύεται το δωρεάν φάσμα από τον τηλεπικοινωνιακό
δορυφόρο (Hellas Sat -2), η παροχή του οποίου θα αυξάνει;
• Τι γίνεται με την μετεωρολογική υποστήριξη τακτικού πεδίου;
• Τι αλλαγές θα επιφέρει η εκμετάλλευση του συστήματος
εντοπισμού θεσης και πλοήγησης Galileo ως προς:
o Τα μέσα των ΕΔ;
o Στο τομέα της έρευνας-διάσωσης;
40. IV. Φέρνοντας το Διάστημα στη Γη : Οι Προκλήσεις
Οι νέες απειλές εθνικής ασφάλειας επιβάλλουν στη χώρα να υιοθετήσει τις
δομές που απαιτούνται για μια επιτυχή ολιστική προσέγγιση στο τομέα
Ασφάλειας και Άμυνας με βάρος στις ανάγκες των χρηστών.
Η Ελλάδα συγκαταλέγεται στις χώρες που διαθέτουν σημαντικές δορυφορικές
ικανότητες. Οι ικανότητες αυτές δεν ολοκληρώνονται, και διαχέονται μερικά.
Η Ελλάδα έχει πολύ υλικό με δυσανάλογο αντίκτυπο στην υποστήριξη των
χρηστών. Η Ελλάδα του αύριο βασίζεται στις αποφάσεις του σήμερα.
• Αντί για συστήματα και τεχνικά χαρακτηριστικά, πρέπει μιλάμε για εφαρμογές για
το όφελος των χρηστών.
• Η αλλαγή του τρόπου σκέψης μπορεί να αποδειχτεί ως το πιο σημαντικό εμπόδιο
στο να δημιουργηθεί αμεσότερη απόκριση από τα δορυφορικά συστήματα
Το Διάστημα δίνει λύσεις, αλλά οι αποφάσεις λαμβάνονται στη Γη. Προς τούτο
απαιτείται ενημέρωση των ληπτών αποφάσεων & εκπαίδευση των χρηστών.
