2. B: Elke Belg wordt geacht de wet te kennen, maar waarom maken we het zo moeilijk.
B: We worden bedolven onder een stortvloed van regelgeving en moeilijke terminologie.
B: Laten we enkele voorbeelden bekijken.
B: Wie meer wil weten over verloning, krijgt in het Staatsblad heel wat zoekresultaten.

3. B: In het Nederlands zijn er drie verschillende woorden, terwijl in het Frans er maar twee begrippen zijn.
B: Wat is nu juist het verschil tussen salaris en loon ? Waarom is er verschil tussen Nederlands en Frans ? Ik weet het niet.
P: Een tweede voorbeeld voor wie op zoek gaat naar de meest recentie informatie over “telewerk”

P: Deze manier van werken is heel efficient in een papieren logika, en vanuit het standpunt van de auteur.
P: Maar ik als gebruiker heb er niet veel aan.
P: Ik moet nu ofwel alles zelf in mekaar puzzelen, of uitzoeken of iemand dat al voor mij gedaan heeft.
P: En dat laatste is het geval: laten we eens kijken naar de levensloop van een KB.

P: De originele tekst is van 1998, die is sindsdien 27 keer gewijzigd.
P: De FOD P&O heeft die 27 wijzigingen verwerkt, de FOD Justitie ook, en de FOD Financiën ook.
P: Dat allemaal in twee talen
P: En tenslotte is er ook een Duitse versie.
P: Totaal: 219 teksten die op verschillende plaatsen terug te vinden zijn.
P: Productief zijn we dus wel.

7. B: Punt 1: we gaan de officiele, volledige teksten meteen publiceren
B: Wie toch de wijzigingen wil bekijken, kan dit opzoeken via het uitgebreide versiebeheer
B: Punt 2: we gaan de gebruikte termen beter definiëren
B: En we gaan de verschillende definities harmoniseren
B: En punt 3: we gaan de mogelijkheden van het internet beter benutten
B: We gaan linken toevoegen, meer tags gebruiken …
B: Maar we gaan er zeker geen technisch verhaal van maken.

8. B: Voor de auteur gaan we een systeem maken dat hem/haar helpt bij het opstellen van teksten.
B: In dit voorbeeldje vraagt het systeem of de auteur het bruto of netto salaris bedoelt.
P: Alles bij mekaar zijn er een reeks voordelen aan onze voorstellen.

9. P: Het zal efficiënter worden doordat we bijvoorbeeld dubbel werk vermijden.
P: De kwaliteit van de teksten zal erop vooruit gaan zodat er minder betwistingen zijn.
P: Voor alle gebruikers zal de toegankelijkheid verbeteren, bijvoorbeeld via smartphones en newsfeeds,
P: die het hen mogelijk maken om zich beter te informeren.
P: Verder zijn er nog andere mogelijkheden, waar we maar kort op in gaan.

10. P: Het eerste zijn interactiemogelijkheden: bijvoorbeeld door selectief forums aan te bieden, een beetje zoals nieuwssites ook doen.
P: Een tweede punt is de omgekeerde pyramide
P: Het komt erop neer dat de moeilijkste informatie (“gelet op”) vooraan staat, en dat die volgorde best veranderd wordt,
P: waarbij de meest toegankelijke informatie vooraan komt.
P: En ten slotte Google: wie Google of een andere zoekmachine gebruikt, krijgt vaak weinig tot geen informatie over de Belgische regelgeving.
P: Ons project zal dit verbeteren.
B: Heel wat voordelen dus, maar om deze te realiseren is samenwerking essentieel.

11. B: Het gaat hierbij niet alleen om samenwerking binnen de Federale overheid, maar ook met de Gewesten en Gemeenschappen.
B: De samenwerking moet ook lopen over verschillende competentiegebieden, zoals juridische, communicatief en technisch.
B: En wat als we dit niet doen ?
B: Dan blijven we het moeilijk hebben om onze eigen wetten te kennen en toe te passen, zoals blijkt uit het volgend voorbeeld.

12. B: Onlangs nog werd een PV in Cassatie vernietigd, omdat het niet naar de recentste tekst verwees.
B: Elke Belg wordt geacht de wet te kennen.
B: Wij moeten als overheid toch het goede voorbeeld geven.
