directly with senior management, NEPRA, management and staff of industry organizations (AEDB,
PPDB, CPPA) and officials of Ministry of Water and Power on matters involving Solar power
development, tariff structuring, and electric industry laws, regulations, policies and practices. As the
Chief Legal Officer of QASPPL, Mr. Saqlain assisted QASPPL successfully in seeking the generation
licence and approval of the Upfront Tariff. He also remained actively involved in the negotiation and
execution of the project documents including Energy Purchase Agreement and Implementation
Agreement. Mr. Saqlain also assisted QASPPL in procurement of goods and consultancy services in
compliance with Public Procurement Laws while preparing the Bid Documents, TORs, RFP including
drafting of bid specifications and other necessary contract documents related to the procurement.
Before joining QASPPL, Mr. Saqlain remained Legal Advisor of NEPRA where he assisted the Authority
in the matters relating to licencing and determination of tariff (including upfront tariff) of the generation,
transmission and distribution companies including KESC, WAPDA, IPPs, Captive Power Plants and
other Renewable Energy Projects. While being at NEPRA, he worked with electric utilities and power
generation companies to ensure compliance with the NEPRA’s regulatory requirements. Mr. Saqlain also
assisted the regulator in amending and drafting of various Rules and Regulation for the licensee
companies. At NEPRA, Mr. Saqlain also remained as Member of the Appellate Board, NEPRA, where
he, alongwith other two members, conducted hearings and decided more than one hundred appeals
regarding metering and billing disputes of the huge industrial concerns as electricity consumers. Mr.
Saqlain also conducted litigation on behalf of NEPRA regarding electric power related issues before
higher courts of Pakistan including Sindh High Court of Sindh, Islamabad High Court and Lahore High
Court Lahore.
2. Prior to joining NEPRA, Mr. Saqlain remained Deputy Director (Advisory and Litigation) at SECP where
he assisted the Commission on a range of issues pertaining to corporate laws administered by the
Commission including Companies Ordinance, 1984, Securities and Exchange Ordinance, 1969 and
Insurance ordinance, 2000. While working at SECP Mr. Saqlain conducted more than two hundred
litigation cases in a variety of corporate law areas, especially in cases of Mergers and Reconstruction of
companies, Reduction of Capital, Oppression and Mismanagement, Winding up of Companies and
litigation relating to stock exchanges, insurance companies and non-banking finance companies. Mr.
Saqlain also assisted the Commission in legislative drafting of various rules and regulations.
Mr. Saqlain also remained Deputy Manager Legal at NTDC where he assisted Director Legal
NTDC/WPPO in drafting and negotiating Power Purchase Agreements and Direct Agreements with the
Independent Power Producers (IPPs). Mr. Saqlain rendered legal opinions on the legal and contractual
issues with IPPs and also advised the Company on regulatory, corporate, civil, land acquisition and
service matters. While he remained at NTDC, Mr. Saqlain handled legal cases filed by and/or against
NTDC before different forums including high courts and NEPRA.
Mr. Saqlain started his private practice in Lahore in 2002 and represented clients before both the Courts
and Federal Regulators such as NEPRA, SECP and Competition Commission of Pakistan. Mr. Saqlain
began his career as a trial attorney and later on joined law firm of Mr. Salman Akram Raja, Advocate
Supreme Court of Pakistan, where he assisted the senior Partner in handling corporate litigation especially
in presentation of major cases pertaining to recovery of advances through filing recovery suits and
winding up petitions in Lahore High Court, Lahore. Mr Saqlain remained involved in drafting a wide
variety of commercial documents including agency, franchise and joint venture agreements. Mr. Saqlain
also worked on Electricity laws and regulations practice included drafting applications for generation,
transmission and distribution licenses, advising clients on tariff structures and duties and representing
clients in pre-grant hearings before NEPRA.
Since 2005, Mr. Saqlain has taught various commercial law subjects at Quaid-e-Azam Law College and
Punjab Law College.
