3. Project Description
Description of the Project
Crime Information Reporting and Analysis System (CIRAS) is an information system initially intended to digitize the
blotter book. Used for encoding and updating crimes and incidents reported to the PNP. Data build-up has been
greatly beneficial to DIDM and the PNP in terms of data science and data study used as factual statistics and data for
decision making in the lower-level, mid-level and command level of the organization.
Today, CIRAS is being used on a daily basis by the crime registrars, investigators, case monitoring personnel and other
investigation personnel in all PROs, PPOs, Police Districts, CPOs, Police Stations, Police Community Precincts and
National, Regional, Provincial and Satellite Units of NOSUs with investigative functions and by the DIDM.
CIRAS, similar to other Information Systems under the Next Generation Investigation Solutions (NGIS) umbrella has
continuously evolved throughout the years. For the system be able to adapt to the ever-changing statistical and data
report demands of the PNP.

Description of the Project
CIRAS has features for crime analysis specifically Crime Map (using google maps API), Crime Clock which is a line
graph and Crime bar graph.
The CIRAS strictly follows the updated or second version of the Unit Crime Periodic Report (UCPER) Policy also known
as the UCPER Bravo. A systematic method of accounting for all crimes and incidents reported to the PNP for
generating crime statistics.
Most recent enhancements include;
1. Adjustments of all statistical and data generation reports for NOSU use
2. Addition of new statistical reports
3. Adjustment of all existing reports to add capability to extract stats or data through PDF or excel file and
4. Reports to generate Crime Trends thru line graphs with stats directly to a downloadable and printable PDF file.

Objectives of the Project
1. Serve as a tool for encoding and updating crimes and incidents information reported to the PNP.
2. Serve as a tool to centralize all crimes and incidents data on a single database.
3. Serve as a tool to achieve the items 1 and 2 in a real-time manner with the use of the internet.
4. Serve as a tool to generate crimes and incidents statistical reports.
5. Serve as a tool to visualize crime and incident statistics through crime maps and graphs
6. Serve as a tool to generate crimes and incidents data, suspects and victims data for crime analysis and various data-
science uses.
7. Serve as a tool for Investigation Personnel to do a record check on persons of interest
8. Serve as a data-source for the National Police Clearance System (NPCS).
