The document discusses the development of an M&E (monitoring and evaluation) framework for evaluating transboundary collaboration in marine spatial planning. It provides an overview of the framework, which is based on a literature review and project interviews/observations. It introduces a theory-based evaluation approach using a logic model to understand how MSP plans and policies produce change through activities, actions, outputs and outcomes.
