From its inception, the impact of the ACA on the changes in health care for individuals has held center stage. However, what will be the fiscal ramifications for the health care industry as a whole? With a revamped emphasis on efficiency and quality of service on the part of providers, transparency for payers and the notion of patient responsibility, how will the industry fare as it transitions from its cost-based legacy toward a performance-based model? Like it or not, America’s new health care structure is here to stay, and so we must be mindful of the collateral damages faced by the industry as the ACA works through its growing pains, while paying special attention to the burdens placed on smaller systems, hospitals and providers who find themselves ill-prepared to weather such storms. This panel will discuss the impact of the ACA on the financial wellbeing of California’s hospitals and physicians.

The research and development team for SHW is focused on real clinical data
and dosing schedules so as to create the gold standard for medical cannabis in this
newly emerging New York State industry. The SHW team will be working in
conjunction with The New York State Department of Health, physicians and
pharmacists so as to ensure that they are creating an infrastructure that is necessary
for optimizing safe production, care and management practices for patients using
medical marijuana. “Because current research in the United States,in the field of
medical marijuana, is currently inadequate; our R&D team will be bringing a
unique experience with clinical and observational trials that will advance the
science of medical marijuana by leaps and bounds”, said JosephLevine, native
Brooklyn New Yorker, and founding member of Sheva Health and wellness.
The company has hired Al Martin, former Major in The New York State
Police, to design and oversee implementation of the facility and dispensary site
security plans. Ret. Major Al Martin was Commander of Troop "F", which
encompasses Orange, Rockland, Ulster, Sullivan,and Greene counties. Troop
"F"has the largest compliment of Troopers and plainclothes investigators in the
State, and is considered to be the busiest. During Martin's career, he has worked as
a road Trooper, Investigator in The drug task force in New York City,served on the
2. Statewide Committee on counter terrorism, and worked for a Special Prosecutor
conducting sensitive investigations.He was promoted eventually to Staff Inspector,
where he investigated The use of deadly physical force by or against any member
of The Division of State Police. He was also in charge of internal investigations for
the southern part of The State. Martin said: "I have met and continue to meet with
appropriate Police and safety officials and have shared the outline of the security
plan with them, and am confident in their support. It is my opinion that the security
plan far exceeds the requirements set forth by The New York State Department of
Health. The plan, which is flexible by nature is subject to change based on actual
operation needs, and contingent of the needs of The State, County, and local
police, and any requirements dictated by the State after review. This plan
minimizes the risk of diversion of medical marijuana, while protecting the life and
property of the State of New York."
The applicant has contracted with ISS Action, an 8a Certified Woman
Owned Small Business, to design their unique security plan. ISS Action was
founded as an elite team of security personnel with strong ties to the military. Their
executives are military experts, who have lectured in The United States West Point
Military Academy. ISS Action’s list of clients include but are not limited to the
Port Authority of NY and NJ, NASA, the Brooklyn Bridge Rehabilitation Project,
as well as numerous other high profile security details.
Sheva Health and Wellness has selected the town of Bethel, in Sullivan
County, to manufacture medical marijuana. The project includes the construction
of a solar farm to power the facility. “New York State is leading the nation in
alternative energy generation. This part of the project will benefit the environment
and is consistent with New York’s long term energy policy”, said JosephLevine.
SHW has selected dispensary site locations in Greenpoint (Brooklyn),
Yonkers, Rochester, and the Watertown area, as required by the Department of
Health that dispensary sites must be geographically located throughout the state.
Sheva Health and Wellness selected the Watertown area in Jefferson County so as
to provide medical cannabis to a rural and under-served area. “It is of critical
importance that areas such as The Western Adirondacks, and Eastern Lake Ontario
are served. Patients in the Jamestown, Plattsburg, and Watertown areas have a
population baseto supportsmaller dispensaries however they are so remotely
located that patients would have to drive hours to access what they medically need.
The sad truth is these areas may be easy overlooked for economic reasons”, said
3. Joseph Levine. Levine continued, “The greatest concentration of veterans in
proportion to the local population is upstate. Jefferson County, home of Fort Drum
has over 13,000 veterans which is more than 11% of its population. As NY
expands its list of medical conditions to perhaps include PTSD, SHW will be
prepared to service this population. Ultimately after conducting site location
profiles, and receiving supportor non-opposition from local officials, we decided
that these locations would make the most sense to serve the public interest”.
Sheva Health and Wellness has also entered into a Labor Peace Agreement
with Todd Diorio, Business Manager of Laborers International Union of North
America (LIUNA). They have also signed a Project Labor Agreement with the
Hudson Valley Building Trades. “The purposeof the agreement is to protectthe
states proprietary interests by coming to an agreement where we would represent
the employees, while at the same time work with Sheva Health and Wellness to
meet the timetables set before them by The Department of Health”, said Diorio.
“We have always honored these agreements and will continue to do so. I would
also like to commend this company for entering into a project labor agreement with
the building trades. This illustrates the company’s commitment to the working men
and women of New York.”
SHW will be using a union contractor to constructits facility. While a PLA
is not a requirement, there was valid concern that the spirit and intent of the Labor
Peace Agreement would become jeopardized without a PLA. “Currently there is
nothing to prohibit labor unions from picketing the construction of a medical
marijuana manufacturing facility, and recent court decisions have indicated that
work done for a government entity or for a public purposeare subject to prevailing
wage outside of normal parameters in some instances…There was concern that the
state’s medical marijuana program would fall under the jurisdiction of public
good, public interest or public purposes, thus falling into prevailing wages if ever
challenged in court.” JosephLevine reinforced the decision of SHW by stating,
“It’s the right thing to do. SHW wants to make certain that we meet all deadlines
set before us by The Department of Health, and it is for this reason we needed a
PLA”.
Sheva Health and Wellness will continue to invest considerable resources
into this project. They have committed to setting aside a portion of their revenue
for substance abuse programs such as combating synthetic marijuana, opioid
addiction and youth drug abuse within their hosting communities. If SHW is

developing spaand wellness services to further support, treat and manage the
chronic conditions of patients who are relying on them.
