The SOA held its annual meeting on
October 17th with 38 neighborhoods
represented as well as many members
attending as guests. The Board of
Directors election took place and as a
result we would like to welcome Ken
Lloyd and Andy Salmon to the SOA
Board. Both will be taking their seat
effective January 1, 2009 for a three
year term. Out of 68 ballots, 49
were cast.
Ken Lloyd is a full time resident of
Burnt Pine and has been an active
member of the SOA finance
committee for several years, currently
serving as Chairman. He has served
as a member of the SOAArchitectural
Review Board in the past as well as
President/Director on the Burnt Pine
Board of Directors. Ken’s interests
while serving on the Board will be to
participate in improving the quality of
Sandestin life by becoming an
effective advocate for all property
owners.
Andy Salmon is a full time resident of
Tivoli and has also been very active
with SOA Committees. Andy is
currently a member of the Finance
Committee as well as a member of the
Architectural Review Board. In past
years he has served on the Traffic
Safety Committee for the SOA and his
neighborhood association Board of
Directors. As a resident of Sandestin
since 1993, Andy has watched the
resort grow and feels it is important to
take a comprehensive approach to
address the future challenges the
homeowners are likely to face.
Congratulations to our new Board members and thank you to all of the
candidates for taking the time to run and for their willingness to serve the
community.
In addition to the election, a complete operations update was provided by
Keith Arsenault reviewing each department’s accomplishments throughout the
year as well as Security & ARB statistics. Robin Sedor, Director of Finance,
reviewed the association’s financial status and the 2009 approved budget.

prices, and unstableeconomy, we could all heed a
little advice on how to fill up
less often.
Did you know that poor
tire inflation is one of the most
common reasons for bad fuel
economy? It is also
dangerous. How about dirty air and fuel filters - these
are also culprits. Excessive warm-up time is
something that was needed a few decades ago, but
this is not required in modern day vehicles.
With traffic the way it is on our busy roads, it is not
always practical to maintain a speed of 55mph. But if
you are taking a long trip out of state and have the
ability to maintain this speed, you will be amazed at
how much further you can travel on the same tank.
Plan your trips wisely. With our hectic schedules and
never enough time, a little planning can go a long
way. If you have several places to go, plan your route
so you can visit all or most of these in one outing.
Also, try some really basic methods like... emptying
the trunk, or anticipating merging traffic, listening to
traffic reports, and remember, when you are tempted
to test your 0-60mph rate at the turn of the green
light, 0-30mph is where most fuel is burned. Gentle
acceleration and sensible driving are the key to smart
fuel economy.

Q.What challenges are the co-ops facing as we head into 2009?
A.Gary Smith: PowerSouth is not alone in its struggles with
rising fuel costs. Higher fuel costs have forced utilities across the
Southeast to announce rate increases to cover the purchase of fuels
necessary for generation. Unfortunately, forecasters predict that fuel
costs will continue to creep up. The Energy Information
Administration projects that national residential electricity prices
will increase on average about 5.2 percent in 2008 and 9.8 percent
in 2009, compared to 2.2 percent in 2007. PowerSouth has
developed a strategy to diversify energy resources and help address
a carbon-constrained future.Despite the increased fuel costs, there is a growing demand for
power. People live in larger homes with more electric appliances
than ever before. PowerSouth will need an additional 500
megawatts of baseload capacity by 2016, less than eight years from
now.
Members can be active participants in shaping the future of our
energy industry through energy efficiency. Energy efficiency is an
attitude, and energy conservation is the act or behavior of living in
an energy-efficient manner.Gene Smith: One of the biggest challenges CHELCO faces is
the economic slowdown. Increased wholesale costs mean higher
bills for members at a time when everyone is struggling to make
ends meet. Because our cooperative passes wholesale
costs directly through with no markup, and is also
bearing the burden of increased materials costs, we
are facing an ever-narrowing operating margin.
Without sufficient margins, our cooperative will
have difficulty funding its operating budget and
maintaining the level of service and reliability
our members have come to expect.One way both the cooperative and
individual members can better manage their energy
consumption is through energy efficiency. CHELCO
spends a great deal of time trying to educate our
members on the need to conserve energy to help us
and help themselves. Every issue of CHELCO News
and the E-Newsletter contains energy efficiency
tips, and we have energy efficiency information on
our web site. In addition, the Marketing
Department provides free energy
audits for commercial andresidential members.
Q.What are the co-ops doing to
contain costs?
A.Gary Smith: On a dailybasis, the cost of purchasedpower is weighed againstPowerSouth’s own generationcosts to determine whether topurchase on the market orgenerate with our own units.PowerSouth’s energy resourcesand energy control departments
are charged with the task ofweighing these options tochoose the best and lowest costgeneration methods.PowerSouth has long-term coalcontracts and an aggressivehedging program for naturalgas. (Note: Generally, hedginginstruments, which are tradedon the New York MercantileExchange, are used to serve asan “insurance policy” againstsevere price fluctuations in thenatural gas market.)

Trustees in Districts 1, 7 and 9 are up for re-
election in 2009. All Trustees are CHELCO
members and are elected by CHELCO members.
Your election ballot will arrive in the mail around
March 24.
Soon, CHELCO members will be asked to
exercise their rights as co-op members by
electing to run for a seat on the board of trustees
and by voting in the annual election.
CHELCO is governed by a nine-member
board, and trustees must be members of the
cooperative. Each year, three of the nine are up
for re-election. Each board seat represents a
specific geographic area of CHELCO’s service
territory, and each area contains roughly the
same number of members.
Along with being a member, anyone who
decides to run for election must reside within
his or her district. The member desiring to run
must also be nominated by the nominating
committee or must petition to run.
This year, trustees in districts 1, 7 and 9 are

E.C.C.A’s Mission
The E.C.C.A. (Emerald Coast Concert Association) is a
nonprofit corporation, granted tax exemption under
section 501 (c)(3) of the Internal Revenue Code.
The ECCA’s mission is to foster an appreciation of the
performing arts in the local community and its schools.
This mission is accomplished through the annual
presentation of a series of concerts featuring the highest
quality of culture and entertainment. The concert
association strives to keep ticket prices affordable through
its season ticket sales. The ECCA also actively engages
in programs which bring performers into the schools for
the enrichment of the students.
The ECCA has no paid workers. We are all your
neighbors from the surrounding communities in Okaloosa
County who derive pleasure from bringing culture and
entertainment to the area. We are always on the lookout
for people who would like to volunteer, and, in doing so,
