Van vele van deze burgerinitiatieven gaat een enorme kracht uit. Meer nog, deze initiatieven hebben vaak een ‘innoverende’ kracht. Toch blijven sommige burgerinitiatieven onder de radar: ze zijn niet zichtbaar, hebben niet voldoende slagkracht of komen moeilijk en zelfs nooit van de grond.
Tijdens deze workshop staan we stil bij innoverende burgerinitiatieven en gaan we in op onze rol als sociaal-cultureel werker/organisatie bij het ondersteunen en versterken ervan. Hoe kan je eigenaarschap van burgers stimuleren, welke fysieke en mentale ruimtes nodigen uit tot initiatief, hoe verbind je mensen zonder ze onmiddellijk te binden, hoe versterk je de slagkracht van initiatieven… ? De welvaartsstaat is aan het veranderen. Deze transformatie krijgt op verschillende manieren vorm. Ze wordt niet helder geregisseerd, maar is een gevolg van verschillende internationale en nationale verschuivingen en ontwikkelingen: privatisering van een aantal overheidstaken en –diensten; het overlaten van een aantal maatschappelijke opdrachten aan ‘de samenleving’ of de burgers; een verschuiving van een universele naar een meer contextuele benadering; een decentralisatie en lokalisering van de overheid ... Deze ontwikkelingen zijn ook van invloed op de vernieuwingsbeweging in de sociale sector en veroorzaken ook heel wat spanning in de sturing van de sociale opgaven. De toenemende complexiteit dwingt ons om een ander sociaal beleid te maken en ook in het sociaal werk anders aan de slag te gaan. Hoe moeten overheid, maatschappelijk middenveld, individuele burgers en de marktpartijen op elkaar afgestemd zijn en hoe geven we dit vorm?
Hans van Ewijk is bijzonder hoogleraar Grondslagen van het Maatschappelijk Werk, Universiteit voor Humanistiek en was lector Sociaal beleid, Innovatie en Beroepsontwikkeling aan de Hogeschool Utrecht en oud-voorzitter van het Kenniscentrum Sociale Innovatie.
