This document summarizes a notice from the National Institute of Standards and Technology (NIST) requesting public comments on 24 recommendations and documents from the International Organization of Legal Metrology (OIML) that will be presented for ratification at the OIML's 14th Conference. NIST leads the U.S. participation in the OIML and will consider all submitted public comments in developing the U.S. positions for the conference. The recommendations cover various types of measuring instruments and have gone through a multi-year development and review process.

Proposed Mining Engineering Profession Bill and its Implications to Geotherma...Fernando Penarroyo
Defining geothermal facilities as a Mine would open the door to an inappropriate set of regulatory burdens and possibly conflicting governance, which would tend to discourage and slow down utilization of geothermal energy. If SBN 553 will be passed in its current form, it is as if the creation of Reporting Codes including for geothermal, will be exclusive to Mining Engineers and its professional organization, to the detriment of all other professionals and professional organizations. Further, the bill is used to indirectly stop the passing or creation of any reporting codes considering that before its implementation, an approval of two-thirds (2/3) of all professional and registered mining engineers in good standing is needed.

The Ohio Manufacturers' Association (OMA), along with several other trade associations, filed a "friend of the court" brief (called an amicus brief) in a case pending before the Ohio Seventh District Court of Appeals (in Youngstown). The OMA wants the Court of Appeals to uphold the ruling of a Harrison County trial court in the eminent domain case of Sunoco Pipeline v. Carol A. Teter, Trustee. OMA says eminent domain should be used in rare circumstances, but when no other choices remain, its use is legitimate and necessary.

Hydraulic Fracturing Chemicals and Mixtures; Advance Notice of Proposed Rulem...Marcellus Drilling News
A notice from the federal EPA that they intend to craft new regulations requiring something already being done voluntarily--reporting of the chemicals used during hydraulic fracturing for every well drilled in the U.S. The new rule is a naked attempt at regulating oil and gas drilling in the U.s. by the federal government--something specifically left to the individual states to regulate under the U.S. Constitution. It is just one of the many attempts at violating the Constitution made by the EPA under the odious Obama administration.

(called Recommendations) and other
OIML publications for comment. NIST
also leads U.S. delegations to OIML
Technical Meetings.
Additional Information
All parties with an interest in the
work of the OIML are requested to
review and submit comments on any or
all of the 24 Recommendations and
Documents that will be presented for
ratification by the Conference. All
submitted comments will be reviewed
and considered by NIST staff in the
development of U.S. positions that will
be put forward at the 14th Conference
of OIML. Within two weeks of the
comment submission deadline
established in the DATES section above,
all parties that submit comments will be
provided with feedback from NIST staff
concerning the disposition of their
comments.
Each of the 24 Recommendations and
Documents that will be presented for
ratification by the Conference has
already gone through a multi-year
development and review-process
involving technical experts and legal
metrology experts from the United
States and around the world.
Ratification by the Conference is the
final step in this process. The
Recommendations and Documents have
been divided into two categories—
Category 1: those already approved by
the International Committee of Legal
Metrology (CIML) between 2009 and
2011, and Category 2: those that are
expected to be submitted directly to the
Conference for ratification. Because the
Recommendations and Documents in
Category 2 have not yet received CIML
approval, comments received on these
Recommendations and Documents are
of additional importance to NIST staff.
The 24 Recommendations and
Documents and the OIML-member
nations holding the secretariat
responsible for their development are
listed below:
Category 1
• R14, ‘‘Polarimetric saccharimeters
graduated in accordance with the
ICUMSA International Sugar Scale’’

Georgia Aquarium requests
authorization to import 18 wild caught
beluga whales from the Utrish Marine
Mammal Research Station in Russia to

public display. All 18 beluga whales
were collected in Sakhalin Bay of the
Sea of Okhotsk in 2006, 2010, and 2011.
Approximately six (6) animals would be
transported to the Georgia Aquarium
facility in Atlanta, GA, and the
remaining animals would be transported
to four other U.S. partner facilities; Sea
World of Florida, Sea World of Texas,
Sea World of California, and Shedd
Aquarium pursuant to breeding loans.
Georgia Aquarium and its U.S. partners
are: (1) Open to the public on regularly
scheduled basis with access that is not
limited or restricted other than by
charging for an admission fee; (2) offer

that the proposed activity is humane
and does not represent any unnecessary
risks to the health and welfare of marine
mammals; that the proposed activity by
itself, or in combination with other
activities, will not likely have a
significant adverse impact on the

expertise, facilities and resources are
adequate to accomplish successfully the
objectives and activities stated in the
application.

Act of 1969 (42 U.S.C. 4321 et seq.), to
examine whether significant
environmental impacts could result
from issuance of the proposed permit.
The draft EA is available for review and
comment simultaneous with the permit
application.
Concurrent with the publication of
this notice in the Federal Register,
NMFS is forwarding copies of the
