Mayor Bill de Blasio announced that New York City will now allow the use of low-speed pedal-assist electric bikes. Previously, the city had banned all e-bike use, fining both riders and employers. The new rules will legalize pedal-assist e-bikes but throttle e-bikes exceeding 20 mph will remain illegal. Advocates say the city should help delivery workers acquire legal pedal-assist bikes until their current throttle e-bikes can be converted.
