Il Piano regionale per la qualità dell'aria presentato dalla regione Sicilia nel 2007 somiglia stranamente a quello del Veneto. Semplice coincidenza? E' da un pò che in Sicilia non si respira più la stessa aria. Da Palermo a Gela, da Catania a Caltanisetta ci sono segnali di cambiamento che vengono dalla società civile, dai commercianti, dagli industriali che si ribellano contro la mafia e il pizzo. Anche la burocrazia regionale se n'è accorta. Per questo nel "Piano Regionale di Coordinamento per la tutela della qualità dell'aria", pubblicato sulla Gazzetta Ufficiale della Regione Siciliana, sono state introdotte importanti novità. Ora siamo più europei e lo conferma il rigido clima dell'isola. In più abbiamo un "bacino aerologico padano" e "piste ciclabili lungo gli argini dei fiummi e dei canali" presenti nei centri storici dei comuni siciliani. In particolare, come viene mostrato nell’ALLEGATO n. : Le parti che si sono evidenziate in giallo risultano testualmente comuni nei due Piani, laddove gli “autori” siciliani si sono limitati alla semplice sostituzione di parole del tipo “Veneto” , “ARPAV” , ecc., con “Sicilia”, “ARPA”, ecc.; Le parti che si sono evidenziate in rosso, oltre ad essere in comune, segnalano anche macroscopiche incongruenze determinatesi con la trasposizione testuale dal Piano Veneto a quello Siciliano. Per brevità, qui di seguito si citano solo alcune tra le più eclatanti, mentre per le altre si rimanda alla lettura del testo: a) parecchie Direttive Comunitarie e normative nazionali, all’epoca della redazione del Piano Veneto (anno 2000) riportate in via di emanazione o vigenti, sono riferite come tali pure al 2007, nonostante esse siano state nel frattempo emanate, recepite e persino abrogate da altre successivamente intervenute; b) documenti (p.e. il bollettino COP, il DOCUP, ecc.) che si riferiscono a strutture, attività ed atti di programmazione della Regione Veneto sono inseriti come se in realtà fossero e facessero parte del contesto siciliano; c) caratteristiche e condizioni ambientali proprie del Veneto, (p.e. “il bacino aerologico padano”, ”limitazione degli orari di riscaldamento degli impianti termici civili”, “l’intero territorio pianeggiante”, le “comunità montane”, queste ultime, per inciso, abolite in Sicilia da quasi 20 anni, ecc.) figurano nella descrizione di quelle siciliane; d) tra le misure da adottare per il decongestionamento del traffico urbano da e verso i centri storici è prevista la realizzazione di “percorsi ciclabili protetti…utilizzando gli argini di fiumi e canali” (salvo a creare prima i fiumi ed i canali da immettere nei centri storici dei Comuni siciliani !); e) l’assetto amministrativo di regione a statuto ordinario del Veneto appare avere sostituito le prerogative dello statuto speciale della Regione Siciliana (p.e. si fa riferimento al Consiglio Regionale al posto dell’Assemblea Regionale, a competenze della Giunta Regionale al posto di quelle dell’Assessore al ramo, ecc.); Gli “autori” non si sono astenuti neppure dal copiare la “Bibliografia” (presa pressoché per intero dall’Annuario Arpa del 2005) ed il “Glossario”, tanto che in quest’ultimo vengono riportati acronimi e sigle di organismi, strutture e documenti inesistenti in Sicilia (CIS-Comitato di Indirizzo e Sorveglianza, DOCUP- Documento Unico di Programmazione 2000-2006 della Regione Veneto, SFMR-Sistema Ferroviario Metropolitano Regionale, TTZ-Tavoli Tecnici Zonali) e, di contro, non vengono inclusi acronimi e sigle citati nel testo siciliano (TOFP-Tropospheric Ozone Forming Potentials, PGTL-Piano Generale dei Trasporti e della Logistica, ecc.); http://tutelaariaregionesicilia.blogspot.it/2014/01/audizione-assessore-lo-bello-dr-capilli.html

Audizione dell'Assessore regionale per il territorio e per l'ambiente e del direttore generale dell'ARPA Sicilia in relazione al piano regionale di risanamento della qualità dell'aria. Commissione QUARTA - Ambiente e Territorio 26 settembre 2013 La seduta inizia alle ore 11.00. Il PRESIDENTE dichiara aperta la seduta e riferisce che sul tema relativo al piano regionale di risanamento della qualità dell’aria sono state intraprese numerose attività e auspica che si raggiungano dei risultati, vista la presenza dell’Assessore per il territorio e per l’ambiente. L’onorevole CIRONE ricorda gli atti ispettivi che ha presentato e la risoluzione approvata in Commissione. Dichiara che si tratta di un tema molto delicato che coinvolge interessi sensibili, quale la salute. Rammenta dell’incontro che la Commissione ha tenuto presso il comune di Melilli e la grave situazione che interessa la popolazione della provincia di Siracusa, che attendono risposte concrete e risolutive avverso i fattori inquinanti causati dall’industrializzazione. L’onorevole SORBELLO, in relazione alla zona di Siracusa, considera prioritari due obiettivi: da una parte la necessità della rivisitazione dell’autorizzazione integrata ambientale e dall’altra la opportunità di programmare una nuova collocazione delle centraline, in grado di monitorare costantemente gli agenti inquinanti. Nonostante consideri apprezzabile l’attività svolta da parte della Provincia di Siracusa e dall’ARPA, allo stato attuale, un’area di 10 chilometri è interessata da emissioni di sostanze altamente pericolose provenienti dalle industrie che sono ivi insediate. Il dott. LICATA di BAUCINA, dirigente generale ARPA Sicilia, rinvia alle dichiarazione già espresse nella seduta n. 56 dell’11 luglio scorso circa il piano regionale di risanamento della qualità dell’aria, ricordando che l’ARPA ha stipulato con l’assessorato del territorio un protocollo per fornire i dati utili per l’adeguamento del piano al decreto legislativo 13 agosto 2010, n. 155. Sulla problematica riguardante la zona di Siracusa comunica che ha trasmesso al Ministero dell’ambiente una nota con la quale viene chiesta una rivisitazione dell’AIA nella zona de qua. Tuttavia, non essendo organo competente ad inoltrare tale istanza è stata trasmessa all’assessorato del territorio affinchè provvedano. Il sig. GENCHI, CGIL, osserva che sei anni fa Legambiente denunciava che il piano regionale sulla qualità dell’aria era il prodotto di un copiato dal piano della Regione Veneto. Nonostante una particolare attenzione mediatica, non è susseguito alcun intervento. Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits. To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups. Technology For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did. While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis. Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad. Age and Gender When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same. Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers. Race Affects Attitudes As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits. To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups. Technology For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did. While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis. Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad. Age and Gender When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same. Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers. Race Affects Attitudes As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).
