Good afternoon l & g, thank you for honoring me this chance to represent myself to introduce this air-based mobile base station implementation project. I will take China as a case to offer a comprehensive analysis.
I will get you through in 5 steps.
First of all, I’d like to introduce you a macro view of emergency crisis in China. Areas in blue are black spots of flood, debris flood and landslide. Those in red show great possibilities of forest fire and wood insect disease. Spots widely distributed stand for active seismic area. In one word, emergency management is unavoidable.
As a conclusion of the condition and situation in China The causes for current situation are obvious, and the most essential one is high-tech emergency management is deficient. Why we need equip a high-tech project? Because some barriers we have to break.
Comprehensive and complex factors constrain the steps of management promotion. We separate them into 3 parts. The first one comes from the less-development of technology. BS, telecommunication Cable, communication satellites and wireless network are main vehicles of exchanged information. As widely known, blocked exchange channel makes communication less efficient. The second is insufficient support from manual power. The last is geo’graphic Barrie. These three constrain the existing emergency management in China
It is a display of the project process. We suppose one base station was destroyed in earthquake. All the mobile phone signals lost in this area. Three mobile base station equipped helicopters will form a Honeycomb texture, and hang above the disaster erea. New base station group will create a pseudo signal network. This network will inspire all the cell phones on standby status to automatically generate an new International Mobile Subscriber Identity (IMSI). From collecting all the IMSI signals, processing center will record victim population Then, center will push in a self-rescue message to cell phones on standby Once victims read it, a have-read signal will spontaneously send back to processing center Then where and how many the active victims are will be counted.
To be specific, the included angle of the various signals sent to the ground will calculate the cell phone’s possible position in a concentric circle. When the two concentric circles infinitely close, then they coincide and limit the signal on one circle line. As common sense, two intersected circle will have two crossing points, which cannot identify one exact coordinate. Then if the intersection locates in another circle which the third mobile base station’s covering, it is easy to know about the accurate location of this signal. After this processing process, the information center will calculate the framing signal of all the standby status cell phones.
From the whole processing process, we track victims’ population and distribution info by generating a 3-d graph.
All above show technological design of this project, also, we combine manual work into the process, and help to perfect the final rescue plan.
How can innovative technology improve the existing management plan? Why should I introduce you this project to you? because mobile technology will break the traditional paradigm and cut down crisis rate immediately. Comparing with other potential disposals, an air-based mobile base station is the most feasible and efficient design, because it solve the most tough issue: how to guarantee the fluency of communication channel.
Population/Distribution signals are spontaneously attained, feedback from victims are manually processed, then we attain high identification rate of victims when combine them together
