Szanowny Panie Przewodniczący,
Szanowni Członkowie Komitetu,
Upłynął 14 miesiąc od najbardziej tragicznego wydarzenia, jakie spotkało nasz kraj od czasu wojny, a które
pociągnęło za sobą śmierć Prezydenta Rzeczypospolitej i 95 osób towarzyszących. W zgodnym odczuciu ogółu
obywateli było to jedno z najważniejszych wydarzeń decydujących o losach naszego kraju na przestrzeni
dziejów i wyznaczających dalsze jego losy. Nic też dziwnego, że mimo upływu 14 miesięcy tzw. katastrofa
smoleńska pozostaje w centrum uwagi obywateli, mediów i sił politycznych. Jest to tym bardziej zrozumiałe, że
w wyniku zaistniałej sytuacji zasadnicze dowody materialne są poza zasięgiem polskich instytucji zajmujących
się wyjaśnieniem przyczyn katastrofy. Daje to nie tylko podstawy do snucia najróżniejszych teorii dotyczących
przyczyn katastrofy, lecz jest również przyczyną narastających sporów i podziałów społecznych, dla których
pożywkę stanowią wspomniane teorie. Pragniemy zwrócić uwagę, że wszystko to stanowi efekt opinii
formułowanych przez profanów w dziedzinie mechaniki.
Jest rzeczą konieczną przecięcie wymienionych sporów i ukrócenie szkodliwych i niefachowych dywagacji
potęgujących podziały społeczne. Sądzimy, że jedynym skutecznym na to sposobem jest wykonanie naukowej
ekspertyzy dotyczącej mechanizmu zniszczenia samolotu. W zaistniałej sytuacji ekspertyza taka musiałaby być
wykonana wyłącznie na podstawie dokumentacji technicznej samolotu i dokumentacji fotograficznej (lokalnej i
satelitarnej) przedstawiającej postać i dyslokację jego szczątków. Jest to typowe zadanie, jakie zwykle stawia się
przed zespołem ekspertów po każdej katastrofie, np. budowlanej. W tym przypadku zadanie polegałoby na
ustaleniu położenia samolotu i prędkości jego szczątków w momencie zdefragmentowania. Dotychczasowe,
publicznie prezentowane próby analizy miały na celu odtworzenie przebiegu ostatnich chwil lotu
poprzedzających katastrofę. Bez dostępu do czarnych skrzynek jest to zamiar z góry skazany na niepowodzenie i
trudny dla jakiejkolwiek analizy naukowej. W odróżnieniu od takiej analizy „w przód” przy obecnym ogólnym
stanie nauk mechanicznych i technik komputerowych realne jest odtworzenie metodami naukowymi wydarzeń
„wstecz” – od końcowego położenia szczątków do ich położenia w momencie dzielenia się samolotu na
fragmenty. Ze względów oczywistych wiarygodność wyników i znaczenie takiego rozwiązania wymagają
oficjalnego zaangażowania się naukowych komitetów Polskiej Akademii Nauk, a w pierwszym rzędzie
Komitetu Mechaniki.
Wnioskujemy, aby Komitet Mechaniki rozważył powołanie oficjalnego zespołu analitycznego, którego celem
byłoby wykonanie ekspertyzy dotyczącej mechanizmu zniszczenia samolotu. Jest to swoiste wyzwanie wobec
nauki polskiej i organów Polskiej Akademii Nauk. Wierzymy, że nauka polska temu wyzwaniu sprosta.
Ze swej strony deklarujemy wszelką dostępną pomoc dla powołanego zespołu i wyrażamy przekonanie, że
podobną pomoc zaoferują wszystkie ośrodki naukowe.
