It gives me great pleasure provide this letter of recommendation to Mr. Osama Hidayat – who
was one of my subordinates as Certification Engineer at Dehsabz City Development Authority
(DCDA). Mr. Hidayat is a very diligent, honest and unassuming person. His patience,
professional attitude and timely responsiveness has greatly impressed me during my tenure
where we worked together. He is sharp, analytical and adoring young fellow, who has always
been a great asset for our day-to-day operations. He has demonstrated outstanding performance
among his colleagues, and completed his B.Sc. degree with distinction & a master degree in
urban design form a reputable university in Japan. His communication and leadership skills are
phenomenal. With regards to his English Language proficiency, he has a great command of the
language. Nonetheless, during his tenure with DCDA he proved to be one of the productive and
committed employees. He has, thus, built a solid background in the arena of engineering and
urban development. Given his competence, skills and experience, he could be one of the best
candidates for the Humphrey program sponsored by the state department, American Embassy. I
am sure Mr. Hidayat will bring with him skills and knowledge from the multi-cultural
environment of American Universities to Afghanistan. He will be a good option for bridging the
gap between the developing country like Afghanistan and developed country like USA. Hence, I
strongly recommend Mr. Hidayat for this fellowship, with immense hope that the selection
