This document provides guidelines for child protection and safeguarding in youth activities. It recommends having a child protection policy, recruiting qualified leaders, not being alone with children, getting parental consent for transportation, and maintaining adequate ratios of leaders to children. It also addresses insurance requirements, including following guidelines, risk assessments, and authorization from the parish council.

General principles
• Children are under 18s and vulnerable adults
• Have a policy - reviewed and understood
• Recruit well
• Don’t spend time alone with individual children
• Transport - parental consent and with another leader
• Don’t invite a child into your own home
• Always have at least two leaders - ideally one male and one
female
• Make sure you have adequate insurance
• Have an ‘appropriate touch’ policy

7. In order to ensure your youth and children’s activities are covered by your
Parishguard insurance policy, it is crucial that you follow these guidelines.
Failing to do so will result in your youth or children’s groups having no
insurance, and the church / PCC being liable for any accidents.
These guidelines are a helpful checklist, but you should always seek advice
from Ecclesiastical Insurance directly if you have any questions or
concerns regarding your insurance needs. Contact details are at the end of
this document.
GETTING COVERED
For churches that are insured with Ecclesiastical’s Parishguard Policy,
there will be Public Liability cover offered as standard, but there are
procedures that must be gone through to activate it.

8. Cover is mainly limited to:
• the UK (check your policy for any variance to this)
• ‘normal’ activities for a church (such as confirmation classes or regular minimal-risk
meetings)
o As the concept of ‘normal’ is a little fluffy round the edges, it is always worth a
phone call to Ecclesiastical to check things out. (Note – always get the name of
the person giving advice & ask them to confirm by email)
• activities under the direction and control of the PCC.
Ecclesiastical defines ‘direction and control’ as:
1. The PCC must maintain management and control of selection procedures for all leaders
and maintain records of such appointments (e.g. application forms, references, DBS
Disclosure checks etc.)
2. Full written details of all activities must be given to the PCC.
3. The PCC must specifically authorise and accept responsibility for the activities and
minute such in the PCC records.
Insurance

9. Risk assessments are important in order to identify any hazards before an event takes
place and to reduce / limit the risk of accidents happening as much as possible.
They’re not meant to eliminate risk completely, but are meant to help us limit the possibility
of risk as much as possible – and to make us aware of what risks are there.
Usually, if you do not have a risk assessment in place, or if the risk assessments aren’t
adhered to, then you won’t be covered by your insurance if any accidents were to take
place.
In groups, using the YMCA template provided, undertake a risk assessment of this room
identifying all potential hazards and what precautions have – or should – be taken to limit
risk.
