According to (Lipton, 2009), four categories /groups
of people who are interested in the process of land
reform with different objective, actions and
influences are:
1. Disinterested outside observers;
2. Members and officials of governments and their agencies;
3. People with direct or indirect interests in the amount and
terms of land transfer; and

1. The Role of Disinterested outside Observers
Disinterested outside observers (outsiders) comprise
those academics, policy analysts, journalists, etc. who
seek, or are paid, to tell things as they are.
2. The role of the state in land reform is crucial. This is
because the state comprises the institutionalized
political organization of society. It articulates and
implements public policy, and adjudicates conflicts.
State/governments are responsible to draw up
policies, and establish legislations, structures and
procedures for the protection of rights in property

3. Interested parties
People who are directly or indirectly interested to
land and land reform.
Interested parties gain or lose from a land reform
directly and indirectly. Directly affected are those
among whom land rights are transferred. Such as
big farmers/small farmers or workers who receive
land; in de-collectivization, State and collective
farm managers and those who receive land; in
tenancy reform, landlords and tenants. All these
seek more land for themselves or their community,
or more compensation for lost land

4. Development aid agencies and
Donors
They can facilitate the public debate, support
processes without forcing the pace, and offer to fund
the costly parts of preparing and implementing land
policy reforms, including in particular the purchase of
land for redistribution, without taking over from
government.
They can contribute to research, institutional and
capacity building for the different actors and
monitoring and evaluation of the processes.
6. Potential Benefits of Land
Reform
Given that land is the primary source of income, security and
status for hundreds of millions of families, it is not surprising
that decisively improving their relationship to the land can
serve a number of development benefits
Land reform can, and often has, led to:
◦ increased crop production,
◦ improved nutrition for poor households,
◦ a foundation for sustained and inclusive economic growth,
more democratic societies,
◦ reduced social unrest and instability,
◦ better environmental stewardship,
◦ reduced urbanization, and
◦ improved access to credit.

Most countries have been engaged in
various land-related measures, both to
address perceived weaknesses of existing
systems, and to establish new mechanisms
for land management believed to be
