 Robert Baldwin is the city manager of Dania Beach, a
beachside community with nearly 30,000 residents. Prior
to his current position, Robert Baldwin worked as the city
manager of Lauderdale-by-the-Sea. He made headlines by
increasing Lauderdale-by-the-Sea's population and tax
base drastically through annexing a line of oceanfront
condominiums.
In the mid 2000s, Lauderdale-by-the-Sea was in the midst
of a financial and leadership crisis that sent the town into a
temporary tailspin. Buying a new $300,000 fire truck nearly
emptied the city treasury, and Lauderdale-by-the-Sea
cycled through four city administrators over the course of
10 years.

3. Lauderdale-by-the-Sea
 The annexation of the seafront condos was one of the
many steps that Robert Baldwin took to turn the city's
financial situation around. The annexation grew
Lauderdale-by-the-Sea's population from roughly
3,000 to more than 4,000 and increased its tax base
from $272 million to $416 million.
Aside from the clear financial benefits, the seafront
condominiums were a welcome addition to
Lauderdale-by-the-Sea because of their lack of crime
and self-contained security and maintenance.
