I am very pleased to write this letter of reference on behalf of Jason Gummersall in my
capacity as Principal Engineer - Operational Control Systems (OCS) for Public Transport
Victoria (PTV), responsible for asset class strategic technical ownership of all State
operational ICT systems including; CCTV, Customer Information. Telecommunications and
Secutity and Access.
I believe Jason to be a skilled, thoughtful, and professional lawyer. His comprehensive
legal knowledge and past engineering practice combined with a sound understanding of
complex technology concepts renders him an excellent legal resource to support my and
PTV's activities, as is evident in the past advice provided by him.
I have known and worked with Jason. as one of PT/ key legal and commercial resources,
for more than four years, During this time I have had the pleasure of working with Jason on
numerous matters ranging from advice on land access and use in relation to OCS assets,
OCS asset ownership and contracted party responsibilities. the structuring of major projects
and the preparation of response material for Public Accounts and Estimates Committee
hearings.
In regard to all these matters, I was impressed by his initiative and ability to guide and
advise my team on the contractual and statutory obligations, required to be satisfied in
order to deliver or resolve each of the matters. Jason also showed strong analytical and
problem solving skills and was able to articulate solutions to complex legal matters in a
simple and concise manner. Jason is at ease and confident in presentation and discussion
on diverse and complex matters with diverse stakeholders ranging to Chief Executive
Officer and Ministerial staff levels. I found him to be a strong team participant and
competent in leading an initiative with minimal oversight. I also find his ability to research
and rapidly gather information on matters to be very impressive.
Based on previous experience, I have recently requested Jason's advice in support of a
comprehensive review of State infrastructure agreements with regard to operational control
system and asset management roles across owners and operators. In a short time, Jason
has brought an excellent understanding of current policy and the deficiencies of each of the
infrastructure agreements to this matter. Jason was and remains my preferred resource for
legal advice
