The key feature of the study is provided by the unique database of 277 cluster initiatives, spanning nearly a decade, which has been drawn up with information from the Economy Ministry of Russia and cluster management organizations as a part of the first national cluster mapping.
The results of the study empirically confirm that federal policy significantly influenced the increase and advancement of cluster initiatives in Russia. Another factor that had an impact on the emergence of new clusters was the proximity to the regions, having previously launched support programmes for cluster initiatives. It was also found that the cluster initiative age had an ambiguous effect on its quality. Finally, it was proven that the level of regional innovative development affected both the number of cluster initiatives localized therein and their quality.

The national innovation infrastructure aims to foster interaction between research institutions and businesses through various programs and initiatives like Skolkovo Innovation Center, universities receiving government support, and special economic zones that provide tax incentives. The state is also working to correct directions in science and technology policy by accelerating applied research, prioritizing breakthrough technologies, and creating a unified research infrastructure. Technology platforms are being established to bring together government, business, and academia to identify innovative challenges and develop strategic research programs. Over 30 technology platforms have been launched covering priority sectors like medicine, IT, energy, and materials.
