DR TOH SEE KIAT
CHAIRMAN
Dr Toh See Kiat, Partner of Goodwins Law Corporation has an extensive experience in areas of
Banking, Competition, Corporate, Commercial , Intellectual Property Rights, Information
Technology and E- Commerce Laws. Dr Toh is also highly sought after in legislation drafting,
and drafted legislations for the Government of both Abu Dhabi and Dubai Emirates. He has
been engaged by a wide range of corporate/commercial clients, industry bodies, and
government agencies, including the Dubai Internet City (1999), the Dubai Port Authority
(2000), the Abu Dhabi Department of Economic Planning (2006) and the Abu Dhabi
Information and Systems Centre (2010).
Dr Toh graduated with an LLB (Hons.) Degree from National University of Singapore in 1982
and was admitted as an Advocate and Solicitor in Singapore in 1983. He obtained his Master’s
Degree in Law from Harvard University in 1986 and in 1991 he was awarded a PhD in Law by
the University of London where he did his doctoral thesis in electronic commerce. He also has
been admitted as a Solicitor in England and Wales.
An accomplished academic, Dr Toh was an Associate of Professor at the Nanyang
Technological University, Singapore. He is the author of ‘Paperless International Trade: Law of
Telematic Data Interchange’ (Butterworths Asia 1992). He is also co-editor of a book “Legal
Aspects of Doing Business in Singapore” (Addison-Wesley Singapore 1996). Dr Toh takes an
interest in promoting education and laws related ton E-commerce and e-Government. He also
conducts regular seminars on IT contracts, IPR on Internet and other online business issues to
the ICT profession and his recent seminar was on the latest advancement of business “Cloud
Computing”.
His former experience includes positions as Member of Parliament in Singapore; Arbitrator –
Singapore International Arbitration Centre (Main Panel); President- Consumer Association of
Singapore; Chairman – Aljuined Town Council Singapore (a town of about 100,000

Mr. Radhakrishnan graduated in Economics in the year 1979 from the prestigious
National Defence Academy in Pune, affiliated to the Jawaharlal Nehru University, New
Delhi, India. Further, he holds a Bachelors’ degree with specialisation in Tax laws from
University of Kerala and Masters degree in Mercantile Law from Mahatma Gandhi
University, Kerala, India.
Prior to moving over to UAE in the year 1997, Mr. Radhakrishnan practised as lawyer in
the High Court of the State of Kerala and had also represented clients before the
Supreme Court of India. He was Counsel for the Government of India in the High Court
of Kerala and the Central Administrative Tribunal in Kerala, and had functioned as Law
Officer of the Government of India Undertaking, FACT Ltd., Cochin. Mr.
Radhakrishnan had also been a Visiting Lecturer taking classes in Contract Law in the
Law Department of the Cochin University of Science & Technology.
During the period from 1997-2014, Mr Radhkrishnan had worked as Legal Advisor in
the Abu Dhabi office of a leading law firm in the UAE.
Mr. Radhakrishnan has conducted several arbitrations in Abu Dhabi Commercial
Conciliation & Arbitration Centre (ADCCAC) related to claims pertaining to real estate
matters.
