This document summarizes a workshop on creating value through public sector information (PSI) re-use. It discusses what PSI is, frameworks for PSI re-use, examples of open data initiatives in New York City and London, and the economic and social benefits of open access to and reuse of PSI. It also provides examples of how PSI could be used to create applications and value in Hong Kong, and discusses adapting information laws and policies to better support open data and PSI reuse. The contact information for the Hong Kong Foresight Centre, which engages in dialogues around open government data and PSI reuse, is provided at the end.
This document compares Twitter conversations among teachers using the hashtags #educhat and #acps. It finds that both hashtags contribute to Networks of Practice by connecting geographically distributed groups of teachers engaged in shared practices. Analysis of social network metrics and semantic networks reveal different characteristics between the two, including differences in homophily, structural roles, and discussion topics. The research suggests Twitter conversations can foster continuous professional development and knowledge sharing among teachers.

Hendrik Drachsler is an assistant professor who researches personalization of learning through information retrieval technologies, recommender systems, and educational datasets. His dataTEL project aims to make recommender system research in technology enhanced learning more comparable by collecting publicly available datasets and defining evaluation criteria. The goals are to lower barriers for other researchers and increase quality. Challenges include differences in collected datasets regarding users and resources, sparsity of data, and privacy regulations limiting sharing. The project is working to address these issues and build a body of knowledge on personalization in education.
Case Study on a Global Learning Program (OnlineEduca 2008 Conference Proceedi...Martin Rehm
This document introduces a global online learning program implemented for over 400 staff members of an international organization over two years. The program focused on updating participants' understanding of new assessment methods. It used a blended learning approach with an initial 8-14 week online phase followed by in-person sessions. The online phase took place entirely online using a learning management system and involved self-study materials, quizzes, and required participation in asynchronous discussion forums. Evaluations found the program was positively received and effective, with over 75% of participants passing each year, though facilitators could have taken a more active role in discussions.
The document discusses open access and open science. It begins with an introduction to open access, including definitions, the green and gold roads to open access, and open licensing. It then covers open access publishing initiatives and history. Next, it discusses open data, science 2.0, and policies and guidelines regarding open data. It raises the question of whether the OU should develop a policy for open science. Finally, it briefly touches on challenges, CELSTEC open access projects, the role of open data and science 2.0 tools in open science, and information portals regarding open access.
