ձեռնարկատերեր, որոնց աշխատողների միջին ցուցակային
թվաքանակը կազմում է մինչև 10 մարդ, իսկ նախորդ տարվա
գործունեությունից ստացված հասույթը կամ նախորդ
տարեվերջի դրությամբ ակտիվների հաշվեկշռային արժեքը չի
գերազանցում 100 մլն. դրամը:

31. Բ) ԸՍՏ ՀԱՐՑՎԱԾՆԵՐԻ
ՓՄՁ ղեկավարները հիմնական պրոբլեմ և մարտահրավեր
են համարում ցանցային անվտանգությունը, հարկային
օրենսդրության խնդիրները, հաղորդակցման
գաղտնիությունը և ոչ հավաստի տեղեկատվության հոսքը:
Ինքնաքննադատաբար նշվում է նաև տեղեկատվական
հոսքերից ինքնուրույն և ոչ գրագետ օգտվել
չկարողանակու ունակությունը:

33. Բ) ԸՍՏ ՀԱՐՑՎԱԾՆԵՐԻ
Հատկանշական է, որ գործարարության խթանումը ստացավ
հարցման մասնակիցների բացարձակ առավելագույն
արժեքը՝ հարցվածներ 98.7%-ը: Հարցվածները համոզված
են, որ ինտերնետն է բիզնեսի խթանման շարժիչ ուժը և այն
ի վիճակի է նպաստել ձեռնարկատիրության և ՓՄՁ-ների
զարգացման գործընթացներին՝ 90,5%:
34. ԵԶՐԱՀԱՆԳՈՒՄ
Դեռ վաղ անցյալից մարդիկ մտածում էին
միմյանց միջև հաղորդակցման մասին:
Համարվում է,որ մարդիկ ունեցել են
հաղորդակցվելու երկու եղանակ՝
Անմիջական հաղորդակցությունը մարդկանց
միջև՝ ժեստերի, ժայռապատկեւների,
խոսքի,գրի և գրականության միջոցով
Տեղեկատվության տարածումը և մատուցումը
տարածության վրա՝ աղավնի, սուրհանդակ,
արդեն ավելի ուշ՝ նամակներ, ԶԼՄ-ներ՝ ռադիո,
հեռուստացույց, իսկ այժմ նաև ինտերնետ:
35. Հաղորդակցման ձևերը հաջորդում էին
միմյանց: Թվային տեխնոլոգիաների շնորհիվ
այսօր կա նաև հաղորդակցվելու երրորդ
եղանակը՝ մուլտիմեդիան, որը հաղորդակցման
առաջին երկու տարբերակների
համադրությունն է: Օպերատիվության
տեսանկյունից ավանդական մեդիան իր տեղը
զիջեց սոցիալական ցանցերին և ինտերնետ
լրատվական կայքերին:Լուրն այսօր առաջինը
հայտնվում է սոցցանցերում, հետո միայն
ռադիո, հեռուստացույց, օրաթերթեր:
Գործարար աշխարհը նույնպես ուշի ուշով
հետևում է բիզնես տեղեկատվության հոսքին,
փորձում ճիշտ կողմնորոշվել լուրերի և
տեղեկատվության այդ հորձանուտում:
36. Ուսումնասիրությունն իրականացնելիս որպես
թիրախային խումբ ընտրվել է ինտերնետին և
ինտերնետային կայքերի հնարավորությունների մասին
ոչ լավատեղյակ ՓՄՁ-ները: Չնայած այդ հանգամանքին
հարցմանը մասնակցած ՓՄՁ-ների սեփականատերերը և
տնօրենները բավականին լավ էին պատկերացնում այն
առավելությունները, որոնք իրենք կարող են ունենալ
իրենց բիզնեսում ինտերնետի ավելի արդյունավետ
կիրառման արդյունքում:
Հատկանշական է, որ հարցման ընթացքում նրանց հետ
իրականացված բացատրական աշխատանքի շնորհիվ
նրանցից շատերը ցանկություն հայտնեցին մոտ
ապագայում սեփական կայք ունենալ: Նրանք
համոզվեցին, որ ՓՄՁ-ների հաջողությունները,
զարգացումը ուղակիորեն կախված է երկրում գրանցված
դոմենների քանակից: Դրա վառ ապացույցը Գերմանիայի
Դաշնությունն է, որտեղ ամեն օր գրանցվում է ավելի շատ
դոմեն, քան Հայաստանում այս տարիների ընթացքում:
37. Արտահայտվեցին կարծիքներ տարբերակված
մոտեցում ցուցաբերել գերփոքր բիզնեսի
ներկայացուցիչների նկատմամբ դոմենային
անունների վաճառքի, հոստինգի տրամադրման
և նրանց կայքերի պատրաստման պատվերն
ընդունելիս:
Ավելի լավատեղյակները փաստում էին, որ
ինտերնետում դեռևս շատ չլուծված խնդիրներ
կան՝
Ազատության ճիշտ գնահատում,
Մտավոր սեփականության և հեղինակային
իրավունքի ոչ բավարար
պաշտպանվածությունը,
Տեղեկատվության անվտանգությունը և այլն
38. Նրանք գտնում էին, որ ինտերնետը
Հայաստանում ցավոք բավարար չափով
թափանցելիություն ունենալու
պարագայում՝մոտ 60տոկոս, դեռևս շատ ՓՄՁ-
ների համար հասանելի չէ գնային և սոցիալ-
տնտեսական բաղադրիչների առումով:
ՓՄՁ-ների շատ տնօրեններ համոզված էին,որ
ինտերնետը Հայաստանի համար այն գործիքն
է, որի շնորհիվ մենք կարող ենք հաղթահարել
մեզ պարտադրված շրջափակումը և դուրս գալ
միջազգային շուկաներ:
Հարցվածների ճնշող մեծամասնությունը թեև
փաստում էր, որ ինտերնետը տեղեկատվության
ամենահասանելի միջոցն է, այնուամենայնիվ
ուներ որոշակի անվստահություն
տեղեկատվական հոսքերի հուսալիության
վերաբերյալ:
39. Ինտերնետը դա դեմոկրատիայի զարգացման և
թափանցիկության աստիճանն է տվյալ երկրում:
Այդ առումով ինտերնետը պետք է նպաստի
վերացնելու տեղեկատվության պակասը, ապահովի
թափանցիկություն, մշակութային
փոխանակումներ, բիզնես կապերի ընդլայնում, նոր
շուկաների ձեռք բերում, երկրի գրավչության
բարձրացում, որն էլ իր հերթին կնպաստի
ներդրումների և ներդնողների ավելացմանը: Փոքր
չէ նաև ձեռնարկություններում էլեկտրոնային
կառավարման անցնելու շնորհիվ օպտիմալացնել
կոորպորատիվ ծառայությունը,նվազեցնել
ծախսերը և հաճախորդներին ավելի բարձր որակի
ծառայություններ մատուցել:
