Dear Mr. Joao Ribeiro,
We are pleased to refer to the UN Disaster Assessment and Coordination (UNDAC) system that
is designed to support national Governments, the United Nations in-country and incoming international
responders with coordination, assessments and information management during the first phase of a
sudden-onset emergency. The UNDAC team is composed by personnel from Member States and United
Nations (UN) agencies and it can be deployed by the UN System within 12-48 hours after a disaster.
As you know, the Government of Mozambique, through your organization, nominated Mr.
Antonio José Beleza who attended the last UNDAC Induction Course for Southern Africa organized in
Johannesburg, South Africa, by the United Nations Office for the Coordination of Humanitarian Affairs
(OCHA), the Southern Africa Development Community (SADC) and the Government of South Africa
from 14 to 26 September 2014. For this Course, 25 participants, including 14 from National Disaster
Management Agencies of the Southern African region attended.
In this context, we would like to formalize the participation of Mr. Antonio José Beleza in the
UNDAC system who then will become an official UNDAC member deployable in case a UNDAC team
is requested, after a disaster. In addition we would kindly request your government to nominate an
UNDAC Focal Point who will serve as point of contact between the Field Coordination Support Section
(FCSS) in OCHA Geneva that manages the UNDAC system and the Republic of Mozambique for all
UNDAC-related matters.
The formalization of the administrative procedures will ensure that members are included in the
active network of UNDAC, that a system of alert is in place for the rapid mobilization of the member and
that your government is informed about the activities of the UNDAC system in the region and in the
world.
For your information, we are pleased to enclose the UNDAC Concept Paper, Responsibilities of
Members and Participating Governments, and Responsibilities of UNDAC National Focal Points of
Members and Participating Governments. Please note that Mozambique is considered a Participating
Government. We will be very grateful if you could send us a confirmation of acceptance of your
government to be part of the UNDAC system endorsing all the points explained in the attached
