The European Council is the main political institution of the European Union consisting of the heads of state of each member country and the European Commission President. It meets four times a year in Brussels to make decisions on difficult issues when the Council of Ministers cannot agree and gives impetus and direction to the European Union, including dealing with current international problems. Herman Van Rompuy has been the permanent president since December 2009, serving a term of two and a half years.
