ABSTRACT :
Purpose- This article examines the state of affairs in regard to the contribution of the Youth Employment
Agency (AEJ) of Yopougon to the professional integration of young people. It raises the question of professional
integration and employment in one of the largest suburbs of Abidjan the capital city of the Ivory Coast. Like in
most countries of the world, the history of professional integration in the Ivory Coast naturally begins with the
history of education and training. De François Syngly (2000) observed that "social integration is considered asa
prerequisite for professional integration" and "integration must also be viewed in a multidimensional way. This
view was effectively shared by Stone Madeleine (1999).
Design/Methodology/Approach –The approach taken is a combination of textual analysis and field study.
Indeed the empirical research has weight significantly in this research as the personnel of the Agency and other
stakeholders have been contacted for their input.
Findings –This research found that despite the apparent willingness of the state to provide for training and
employment of the youth through the AEJ there are inadequacies in terms of the tax burden on companies,
unfair competition and significant lack of employment for the youth.
Originality/ Values -The value of this paper rest on the idea that the Ivorian government, through the Ministry
of Youth[romotion and Youth ployment, has not been able to achieve its goals in terms of tackling the alarming
youth unemployment. This is appealing in that it demandsa strategic approach to the whole question of training,
integration and youth unemployment in the Ivory Coast.

Therefore, the study sought to establish the influence of budgetary allocation on performance of youth group project in the county government of Uasin Gishu. The study was guided by budget theory. The study employed the use of survey design in order to accomplish the research objectives. The accessible population for the study was 375 representatives of different youth groups and 65 officials of devolved fund initiative in Uasin Gishu County. Sample size was computed using the Fishers formula. Proportionate sampling was applied to select respondents. The researcher employed the use of questionnaire and interview schedule to collect data from participants. This study used descriptive statistics and inferential statistics. Descriptive statistics were done using frequency percentages, means and standard deviation of each variable. The coefficient of variation were used where data were skewed. Correlation and regression were used to show the relationship between the dependent variable and the whole group of independent variables. The results of the study were presented using Tables and figures. The study found that budgetary allocation has a positive and a significant influence on performance of youth group project in the county government of Uasin Gishu (β1=0.154, p<0.05). The study concluded that the amount disbursed to youths is equally distributed and done in time. Funds disbursements are based on projects types and the youth can compete competitively by accessing enough amount of money to finance their businesses. The study recommends that the training programs on entrepreneurship should be enhanced and be made compulsory before the group is funded. This will ensure that the youth will be able to make the right decision on investments as well as on proper accounting of their financial resources.

The findings in the study revealed that hostile political environment, institutional settings and public policies among others has been major setback, however, the Gambia youths are still pertinent to national development due to self-help projects in various local governments in Gambia especially projects that involve trade, commerce, small and medium term enterprises and agriculture. Also, on religion awareness, conflict resolution and security, like the Youth Crime Watch The Gambia (YCWG) engage the necessary measures to address all vulnerabilities that may tend to destabilize the country. Since the wheel of development of any country lies on the shoulder of how productive and creative the youthful populations are with over 63.55% of 2.2 million populations. So, therefore, this quantum of population is a great asset for the Gambian state if they are harnessed and utilized in the right direction. The Gambia National Development Plan (2018-2021), constitution and policies should be pluralistic for youth representation, and just in their treatment of the Gambian citizens.

The State of the Youth Report is an audit of the Government of Uganda's investment in Young People. It is based on the demands made by the young people contained in the 2016-2021 National Youth Manifesto.
The Expert group meeting brought together experts, practitioners, and young people to address policies and programs for urban youth job creation in Africa. Key issues examined included obstacles to urban youth employment, national strategies and policies, and experiences in addressing youth employment. Recommendations emphasized adopting a holistic approach; directing more resources to youth needs; ensuring youth participation in decision-making; and strengthening the link between youth employment, education/skills training, and national plans like PRSPs.

Addressing the challenges of youth employment and empowerment has continued to be among
Government's top priorities. According to the 2012 Labour Force Survey, Zambia's unemployment
rate was 7.9 percent of the Labour Force in 2012. In the urban areas, the unemployment rate was
15.3 percent compared to 3.1 percent in rural areas. The survey further indicated that the youthful
age groups were the most vulnerable to unemployment, with the highest rate recorded among the
20-24 year old at 16.3 percent.
Failure to address the challenge of youth unemployment would erode the potential of this energetic and economically versatile portion of our population to contribute towards the socio-economic
development of the country. Furthermore, unemployed youth are prone to engage in social and political vices that have the potential to undermine democratic practices, peace and stability of the
Nation.
Based on this premise, it was deemed necessary that a study on youth empowerment, employment and skills development be carried out. In this regard, the Ministry of Youth and Sport in collaboration with the Ministry of Finance, with assistance from the African Development Bank (AfDB) and the International Labour Organization (ILO), commissioned studies on youth employment, empowerment and skills development. The findings of these studies formed the basis for the preparation of the strategy for youth empowerment, employment and skills development.
This Action Plan was further informed by the Revised Sixth National Development Plan, Industrialization and Job Creation Strategy, the Revised 2015 National Youth Policy and other sectoral Plans and Policies such as the Education Policy, National Agriculture Investment Plan, the 2013 Revised Education Curriculum Framework, and 2009 Technical Education Vocational and
Entrepreneurship Training (TEVET) Policy, among others. In addition, there was wide consultation with stakeholders including the Private Sector and Civil Society Organisations.
It is envisaged that the development of the Youth Empowerment and Employment Strategy would
provide adequate instruments for addressing challenges of youth employment and empowerment
comprehensively.
It is worth noting that meaningful strides in addressing the challenges of youth empowerment and employment require strong and coordinated responses from all the stakeholders including the youth themselves. This multi-sectoral approach will ensure that programmes and activities to empower and create employment opportunities for the youth are mainstreamed across all sectors.
The focus of this Issue Brief is to explore to what extent youth volunteerism
contributes to the economic empowerment of young people in Asia and the
Pacific, due to the skills which may have been developed during volunteering.
The Brief is a result of a desk study on volunteering and youth unemployment and
underemployment throughout the region, accompanied by a number of interviews
with current and former volunteers.
The Issue Brief first breaks down the challenges of youth unemployment,
underemployment and informality in Asia and Pacific, as well as rapidly changing
skill requirements, which are barriers for young people entering the labor market.
The Brief moves on to discuss the various forms of volunteering in the region, as well
as the skills volunteers may develop during volunteering. The last section explores
which of those skills are relevant to employability and labor market access for young
people and discovers the benefits of volunteering for youth entrepreneurship.
A number of recommendations are made on employability including but not limited
to the importance of skill needs anticipation and skills development relevant for
labor market access and entrepreneurship, followed by recommendations for
volunteer serving organizations and volunteers themselves. These include, for
example, to design volunteer programmes to empower women and expose them to
new work environments and for volunteers to volunteer more strategically to expand

Youth unemployment may be regarded as one of the major problems confronting the Nigerian state
presently. Unemployed youths feel alienated from the society and have a total distrust of the political system. A
person’s job beyond providing for daily subsistence also determines the individual’s social status, affecting
relationship with peers, people in the person’s neighborhood as well as extended family members. The paper a
desk research, relied entirely on secondary data, sourced from scholarly peer-reviewed journal articles,
relevant published books, materials downloaded from the internet, as well as government and institutional
publications. In this paper, we argue that high level of youth unemployment in both urban and rural areas in
Nigeria has generated a situation of acute social and political unrest. The frustrated youths have become
aggressive in making themselves available to be used by politicians who are not sure of winning the people’s
mandate during general election. These politicians pay them to engage in anti-democratic process activities,
including pre- election, election-day and post election violence. Some youths engage in various criminal
activities that frustrate economic development of the state. We recommend that government should put in place
social welfare programmes that attend to the needs of unemployed youths, provide the enabling environment for
private investors to establish industries that will employ the youths as well as introduce the fiscal policies that
will make banks to provide soft loans to the youths who have entrepreneurial skills.

technology such as augmented reality presents an innovative approach to showcasing Losari beach to potential
tourists. This research endeavors to introduce tourism assets in a more visually captivating manner through the
use of augmented reality. Utilizing software tools like Unity and Adobe Illustrator, the study focuses on creating
an immersive experience where tourists can interact with virtual representations of Losari beach. By simply
pointing their mobile phone cameras at designated markers or using barcode scanners, tourists can access
augmented reality features embedded within the application. The findings of this research aim to provide
valuable information, particularly for foreign tourists, about Losari beach, positioning it as a compelling
destination within South Sulawesi's diverse array of tourist attractions. Through this technological innovation,
the study seeks to enhance the visibility and appeal of Makassar city's tourism offerings on a global scale.

Government's top priorities. According to the 2012 Labour Force Survey, Zambia's unemployment
rate was 7.9 percent of the Labour Force in 2012. In the urban areas, the unemployment rate was
15.3 percent compared to 3.1 percent in rural areas. The survey further indicated that the youthful
age groups were the most vulnerable to unemployment, with the highest rate recorded among the
20-24 year old at 16.3 percent.
Failure to address the challenge of youth unemployment would erode the potential of this energetic and economically versatile portion of our population to contribute towards the socio-economic
development of the country. Furthermore, unemployed youth are prone to engage in social and political vices that have the potential to undermine democratic practices, peace and stability of the
Nation.
Based on this premise, it was deemed necessary that a study on youth empowerment, employment and skills development be carried out. In this regard, the Ministry of Youth and Sport in collaboration with the Ministry of Finance, with assistance from the African Development Bank (AfDB) and the International Labour Organization (ILO), commissioned studies on youth employment, empowerment and skills development. The findings of these studies formed the basis for the preparation of the strategy for youth empowerment, employment and skills development.
This Action Plan was further informed by the Revised Sixth National Development Plan, Industrialization and Job Creation Strategy, the Revised 2015 National Youth Policy and other sectoral Plans and Policies such as the Education Policy, National Agriculture Investment Plan, the 2013 Revised Education Curriculum Framework, and 2009 Technical Education Vocational and
Entrepreneurship Training (TEVET) Policy, among others. In addition, there was wide consultation with stakeholders including the Private Sector and Civil Society Organisations.
It is envisaged that the development of the Youth Empowerment and Employment Strategy would
provide adequate instruments for addressing challenges of youth employment and empowerment
comprehensively.
It is worth noting that meaningful strides in addressing the challenges of youth empowerment and employment require strong and coordinated responses from all the stakeholders including the youth themselves. This multi-sectoral approach will ensure that programmes and activities to empower and create employment opportunities for the youth are mainstreamed across all sectors.
The focus of this Issue Brief is to explore to what extent youth volunteerism
contributes to the economic empowerment of young people in Asia and the
Pacific, due to the skills which may have been developed during volunteering.
The Brief is a result of a desk study on volunteering and youth unemployment and
underemployment throughout the region, accompanied by a number of interviews
with current and former volunteers.
The Issue Brief first breaks down the challenges of youth unemployment,
underemployment and informality in Asia and Pacific, as well as rapidly changing
skill requirements, which are barriers for young people entering the labor market.
The Brief moves on to discuss the various forms of volunteering in the region, as well
as the skills volunteers may develop during volunteering. The last section explores
which of those skills are relevant to employability and labor market access for young
people and discovers the benefits of volunteering for youth entrepreneurship.
A number of recommendations are made on employability including but not limited
to the importance of skill needs anticipation and skills development relevant for
labor market access and entrepreneurship, followed by recommendations for
volunteer serving organizations and volunteers themselves. These include, for
example, to design volunteer programmes to empower women and expose them to
new work environments and for volunteers to volunteer more strategically to expand
social capital and networks, which are crucial for finding employment in markets
dominated by informality

Youth unemployment may be regarded as one of the major problems confronting the Nigerian state
presently. Unemployed youths feel alienated from the society and have a total distrust of the political system. A
person’s job beyond providing for daily subsistence also determines the individual’s social status, affecting
relationship with peers, people in the person’s neighborhood as well as extended family members. The paper a
desk research, relied entirely on secondary data, sourced from scholarly peer-reviewed journal articles,
relevant published books, materials downloaded from the internet, as well as government and institutional
publications. In this paper, we argue that high level of youth unemployment in both urban and rural areas in
Nigeria has generated a situation of acute social and political unrest. The frustrated youths have become
aggressive in making themselves available to be used by politicians who are not sure of winning the people’s
mandate during general election. These politicians pay them to engage in anti-democratic process activities,
including pre- election, election-day and post election violence. Some youths engage in various criminal
activities that frustrate economic development of the state. We recommend that government should put in place
social welfare programmes that attend to the needs of unemployed youths, provide the enabling environment for
private investors to establish industries that will employ the youths as well as introduce the fiscal policies that
will make banks to provide soft loans to the youths who have entrepreneurial skills.

Factors affecting undergraduate students’ motivation at a university in Tra VinhAJHSSR Journal
ABSTRACT: Motivation plays an important role in foreign language learning process. This study aimed to
investigate student’s motivation patterns towards English language learning at a University in Tra Vinh, and factors
affecting their motivation change toward English language learning of non-English-major students in the semester.
The researcher used semi-structured interview at the first phase of choosing the participants and writing reflection
through the instrument called “My English Learning Motivation History” adapted from Sawyer (2007) to collect
qualitative data within 15 weeks. The participants consisted of nine first year non-English-major students who learning
General English at pre-intermediate level. They were chosen and divided into three groups of three members each
(high motivation group; average motivation group; and low motivation group). The results of the present study
identified six visual motivation patterns of three groups of students with different motivation fluctuation, through the
use of cluster analysis. The study also indicated a diversity of factors affecting students’ motivation involving internal
factors as influencing factors (cognitive, psychology, and emotion) and external factors as social factors (instructor,
peers, family, and learning environment) during English language learning in a period of 15 weeks. The findings of
the study helped teacher understand relationship of motivation change and its influential factors. Furthermore, the
findings also inspired next research about motivation development in learning English process.

ABSTRACT :This research aims to analyze the correlation between employee work stress and digital literacy
with employee performance at PT Telkom Akses Area Cirebon, both concurrently and partially. Employing a
quantitative approach, the study's objectives are descriptive and causal, adopting a positivist paradigm with a
deductive approach to theory development and a survey research strategy. Findings reveal that work stress
negatively and significantly impacts employee performance, while digital literacy positively and significantly
affects it. Simultaneously, work stress and digital literacy have a positive and significant influence on employee
performance. It is anticipated that company management will devise workload management strategies to
alleviate work stress and assess the implementation of more efficient digital technology to enhance employee
performance.

The Settlement of Construction Disputes Through Dispute Councils From the Per...AJHSSR Journal
ABSTRACT:This research differs from the practice of business activity in the construction services industry,
which may lead to construction disputes. The settlement of construction disputes is a consensus based on the
basic principle of debate. If the discussions between the parties do not reach an agreement, the parties may take
measures to resolve the dispute through the dispute council. Because the standard governing the disputes
committee was not fully regulated, they did not comply with the principle of legal certainty. Therefore, further
research was needed to establish a theoretical basis for regulating the disputes committee in settling construction
disputes. This research is a standard legal research using a legal regulatory, conceptual, and comparative
approach. The research results show that the ideal concept of resolving construction disputes through a dispute
council based on the value of legal certainty is to establish that the position of the dispute council is a special
court that has the authority to resolve construction disputes under construction services agreements. To realize
the position of the Court of Disputation as a special court, it must be based on the creation of philosophical
values, the creationof legislative regulations, and the creation of the institutional structure of the Court of
Disputation.

VALUES OF ORAL LITERATURE IN THE SOCIETY: A STUDY OF FOLKTALES OFOGBA IN RIVE...AJHSSR Journal
ABSTRACT : Oral literature is a creative work of art that portends high merit and has the creative use of
imagination in preliterate societies. It adopts the genres of literature: drama, prose and poetry in the oral milieu,
using performance as its hallmark. It thrives on the use of oral data because of its orality. This paper focuses on
the moral values or oral literature in the society using Ogba as a spring board. The study was carried out in
communities ofOgba. The population of the study consists of ten towns and village, in Ogba. The theoretical
framework used is Dell Hyme’s ethno-poetics because the works of oral literature relate to the society. This
paper concludes that oral literature serves to against all odds; communicate ideas, emotions, beliefs and
appreciation of life. The folktales in Ogba for instance, serve similar purpose through their
rendition/performance. Through the stories, the younger generation in Ogba society is familiarised with the
customs, traditions, and rituals prevalent in the society. This paper therefore recommends the use of oral
literature in all its genres to inculcate moral values and lessons to the teenagers and youths. Against this
background, Ogba (African) themselves must cease to regard oral literature as primitive and fetish.

ABSTRACT: This qualitative study investigates the adaption experiences of indigenous college students at the
University of Mindanao, Matina-main campus. Eight major themes emerged, including difficulties with language
proficiency, online learning, classroom interaction, examination systems, grading procedures, school regulations,
resource accessibility, coping mechanisms, and future goals. Implications include the requirement for targeted
language proficiency and technology use support, an understanding of adaption processes, interventions to
improve resource accessibility, and equitable public administration policies. The study underlines the importance
of adaptation in various educational contexts, as well as the role of educators and legislators in creating inclusive
learning environments.

The effect of Institutional Ownership, Sales Growth and Profitability on Tax ...AJHSSR Journal
ABSTRACT: This research aims to test, analyze and obtain empirical evidence about the influence of
institutional ownership, sales growth and profitability on tax avoidance. The object of this research is
manufacturing companies in the consumer goods industry sector listed on the Indonesia Stock Exchange (BEI)
in 2018-2022. This research used quantitative research methods and causal research design. The sampling
technique in this research used non-probability sampling with purposive sampling as the basis for determining
the sample so that a sample of 55 samples was obtained. The data used is secondary data obtained from the
official website of the Indonesia Stock Exchange (BEI) during the 2018-2022 period. The data analysis method
used was multiple linear regression analysis with several tests such as descriptive statistical tests, classical
assumption tests, and hypothesis testing using SPSS version 26 statistical software. The results showed that the
institutional ownership variable has no effect on tax avoidance, while the sales growth and profitability has a
negative and significant effect on tax avoidance.

University Junior High School, Ozamiz City. Ang ginamit na disenyo sa pananaliksik na ito ay deskriptivcorrelational. Ang mga datos sa pag-aaral ay nagmula sa kabuuang populasyon na 120 na mag-aaral at tatlong
mga guro na tagamasid sa pasalitang partisipasyon ng mga mag-aaral. Ang Talatanungan sa Kagamitan sa
Pagtuturo ng Panitikan at Checklist batay sa Obserbasyon sa Pasalita na Partisipasyon ay ang instrumentong
ginamit sa pagkalap ng datos. Mean, standard deviation, Analysis of Variance at Pearson Product-Moment
Correlation Coefficient ang mga ginamit na estatistiko na sangkap. Inihayag sa naging resulta na ang tatlong piling
estratehiya sa pagtuturo ng panitikan sa Filipino ay may pinakamataas na antas ng kagustuhan ng mga mag-aaral.
Ang antas ng pakilahok ng mga mag-aaral sa paggamit ng tatlong estratehiya sa pagtuturo ng panitikan ay
pinakamataas na nagpapahiwatig na aktibong nakilahok ang mga mag-aaral sa mga gawain. Inihayag din na
walang makabuluhang kaibahan sa antas ng kagustuhan ng mga mag-aaral sa mga estratehiya sa pagtuturo ng
panitikan sa Filipino. Ito ay nangahulugan na gustong-gusto ng mga mag-aaral ang pagkakaroon ng mga

The Role of the Instruction of Reading Comprehension Strategies in Enhancing ...AJHSSR Journal
ABSTRACT :Throughout my studies and teaching English in different language centers and higher studies
institutions, I have come to conclude that students consider Reading comprehension as a nightmare that
frightens them and hinders their language acquisition in the Moroccan EFL Context. This may cause them to
develop an internal psychological obstacle that grows as their lack of the necessary instruments or tools to
overcome are not equipped with. They become lost and unaware about or unfamiliar with the necessary reading
comprehension strategies that could help them to face the problem of misunderstanding or non-understanding
of English texts. Respectively, this article which is only one part of my whole study aims at showing the effect
of teaching reading strategies in enhancing the S1 students‟ familiarity with reading strategies and raising their
frequency use. A sample of 283 University students in EFL context have been chosen randomly and have
attended the usual academic reading classes, yet only 76 are subject to this survey. 38 of them constitute the
experimental group who have attended the treatment regularly in one of the language centers and the other 38
participants are chosen randomly from the whole population to constitute the Control group. They all have

ABSTRACT:This study aims to determine the relationship between psychosocialfactors and deviant
behaviors among children in conflict with the law (CICL) inDavao Region. The researchers want to discover the
prevalent factors thatdrive these children to their behaviors. Further, the study sought to determinethe
manifestation of psychosocial factors in terms of life satisfaction, emotionalsupport, self-esteem, and personality
traits. The study's data came from N-83children in conflict with the law (CICL) at the Regional Rehabilitation
Center forYouth (RRCY) in Bago Oshiro, Davao City; all respondents are male. This studyused a total
enumeration sampling technique due to the relatively smallpopulation size. The researchers adapted the
Psychosocial surveyquestionnaires by Zabriskie & Ward (2013) and by John and Srivastava (1999)as well as the
Deviant Behavior Variety Scale (DBVS) by Sanches et al. (2016).Through the use of a validated questionnaire,
the mean and standard deviationare determined. The researchers modified this questionnaire and translated itinto

A Model of Disaster Resilience Among Colleges and Universities: A Mixed Metho...AJHSSR Journal
ABSTRACT :This research paper aimed to create a comprehensive framework for measuring disaster
resilience in colleges and universities. The study used a mixed method through Exploratory Factor Analysis
(EFA), which involved analyzing data from a survey questionnaire. The questionnaire was developed based on
in-depth interviews with 12 selected participants from the University of Mindanao, as well as relevant literature
and studies. It was reviewed and validated by 10 experts using a method called Content Validity Ratio (CVR).
This questionnaire was then administered to 400 students from 10 different colleges in University of Mindanao.
After conducting the Exploratory Factor Analysis and performing rotations and iterations, the researchers
identified five main constructs that characterize disaster resilience among colleges (1) disaster preparedness, (2)
disaster awareness, (3) community readiness, and (4) disaster management, (5) disaster resilience. The
researchers aimed to create an organization called “Council of College Disaster Volunteers (CCDV)” which
consist of student volunteers. These factors can be used to develop effective management strategies and
strengthen efforts in preventing and managing disasters and accidents.

Environmental Struggles and Justice Among Lumad Farmers of Davao CityAJHSSR Journal
ABSTRACT : The study described the various environmental struggles experienced among the participants
and their status in accessing justice. The study followed a qualitative multiple-case study approach; the
participants are the Lumad farmers of Marilog, Davao City selected through a Critical sampling method and
aims to present the environmental violations experienced by the Lumad farmers in Davao City and how it
affected their families and sustenance further, their status in accessing justice is also explored. The study
concluded that the most common struggles the participant experience are Illegal logging and improper waste
disposal, which affect their farms, family, health, and income. Their preferred means to accessing justice is
through barangay settlement; the rigors of accessing courts, such as distance, expenses, fear of ruling, and the
hassle of being called to be present in court, are the most prevalent barriers that hinder the lead farmers from
accessing justice or seeking legal action. Nevertheless, the participants believed that the government would help
them in accessing justice.

ABSTRACT:This paper explores the cyberbullying experiences among Criminology students at the
University of Mindanao. A simple random sampling method was used to distribute the study's online
questionnaire to the respondents and to survey the target population. This study has four hundred (400)
respondents, and the respondents are Criminology students at the University of Mindanao. The findings of this
study revealed that the level of cyberbullying experiences is sometimes manifested. On the other hand, the
cyberbullying experiences of the students indicate a moderate level, which indicates that the cyberbullying
experiences of the respondents are sometimes manifested. Also, the computations showed that among the
indicators presented, the highest mean is obtained in the psychological effect, which implies that there is a
significant effect of cyberbullying experiences of the respondents in terms of the Gender level of the
respondents. Therefore, respondents with a low level of cyberbullying experiences tend to have a moderate level
of cyberbullying experience. However, there is no significant effect in terms of age and year level of the
respondents according to the results regarding the psychological, emotional, and physical impact of
cyberbullying.

Improving Workplace Safety Performance in Malaysian SMEs: The Role of Safety ...AJHSSR Journal
ABSTRACT: In the Malaysian context, small and medium enterprises (SMEs) experience a significant
burden of workplace accidents. A consensus among scholars attributes a substantial portion of these incidents to
human factors, particularly unsafe behaviors. This study, conducted in Malaysia's northern region, specifically
targeted Safety and Health/Human Resource professionals within the manufacturing sector of SMEs. We
gathered a robust dataset comprising 107 responses through a meticulously designed self-administered
questionnaire. Employing advanced partial least squares-structural equation modeling (PLS-SEM) techniques
with SmartPLS 3.2.9, we rigorously analyzed the data to scrutinize the intricate relationship between safety
behavior and safety performance. The research findings unequivocally underscore the palpable and
consequential impact of safety behavior variables, namely safety compliance and safety participation, on
improving safety performance indicators such as accidents, injuries, and property damages. These results
strongly validate research hypotheses. Consequently, this study highlights the pivotal significance of cultivating
safety behavior among employees, particularly in resource-constrained SME settings, as an essential step toward
enhancing workplace safety performance.

ABSTRACT: The study explores Psychological Empowerment and Empathy as Correlates of Forgiveness.
The two variables are regarded to have influence on the decision one makes to forgive another. The study aimed
at examining the relationships between psychological empowerment and forgiveness, empathy and forgiveness
and to identify which one of the two,Psychological Empowerment or Empathy, is the more powerful predictor of
forgiveness. The study took a survey design with a sample of 350 drawn from a population of university students
using a self-administered questionnaire with four sections: Personal information, Psychological empowerment
scale, Toronto Empathy questionnaire, and the Heartland Forgiveness Scale (HFS). Data analysis employed
Pearson’s product moment correlation and regression analysis to test hypotheses. The results show significant
relationships between psychological empowerment and forgiveness as well as empathy and forgiveness.
Empathy was found to be the more powerful predictor of forgiveness.

Employability and Professional Integration: Analysis of the

ABSTRACT :
Purpose- This article examines the state of affairs in regard to the contribution of the Youth Employment
Agency (AEJ) of Yopougon to the professional integration of young people. It raises the question of professional
integration and employment in one of the largest suburbs of Abidjan the capital city of the Ivory Coast. Like in
most countries of the world, the history of professional integration in the Ivory Coast naturally begins with the
history of education and training. De François Syngly (2000) observed that "social integration is considered asa
prerequisite for professional integration" and "integration must also be viewed in a multidimensional way. This
view was effectively shared by Stone Madeleine (1999).
Design/Methodology/Approach –The approach taken is a combination of textual analysis and field study.
Indeed the empirical research has weight significantly in this research as the personnel of the Agency and other
stakeholders have been contacted for their input.
Findings –This research found that despite the apparent willingness of the state to provide for training and
employment of the youth through the AEJ there are inadequacies in terms of the tax burden on companies,
unfair competition and significant lack of employment for the youth.
Originality/ Values -The value of this paper rest on the idea that the Ivorian government, through the Ministry
of Youth[romotion and Youth ployment, has not been able to achieve its goals in terms of tackling the alarming
youth unemployment. This is appealing in that it demandsa strategic approach to the whole question of training,
integration and youth unemployment in the Ivory Coast.

I. INTRODUCTION
Education and training form the basis of all development in all its parameters. They condition the
future of individuals, their integration into society and their personal development( Heise and Meyer,
2004).Education and training, therefore, contribute directly to the achievement of several objectives. They
arekey to both individual and collective promotion. Indeed, education and training contribute to training men
and women to make them craftsmen, to make them acquire the know-how and interpersonal skills. Education
and training contribute to making the citizen able to participate actively in the economic and social development
of his country, and they make him very competitive in the job market. This development policy, the backbone of
which remains education and training, essentially targets youth in all its components. In this regard, the Ivory
Ciastsince its independence on the 7th
of August 1960, has prioritised the education and training of young people
to face the challenges of building the new nation. In this dynamic, the rural world, due to its double quality as a
source of labourers and provider of food for cities and the entire population has not been neglected by the

growth of urban areas the performance of the rural environment began to decline. A significant rural exodus
occurred, which has become a serious challenge for the authorities who did not anticipate such a situation. In
order to curb the rural exodus, a civic service was created for rural youth who had dropped out and had no
schooling. However, after more than four decades of State involvement in the supervision and socio-
professional integration of young people as a whole, it is clear that this segment of the population is still in
precariousness and total dependence. This already alarming social situation will be exacerbated by the social,
political and military crisis that the Ivory Coast has experienced from the 19th
of September2002 until the
electoral conflict of 2011.The environment of recurringsocio-political crisis has not favoured any major
development activities for the youth, Instead, it has darkened their prospect for personal and professional
development as well as their participation in the economic growth of the country.
In view of a better response to the issue of youth unemployment and lack of training and professional
integration, the Ivorian Government on the 8th
of April 2015, created by Ordinance No. 2015-228 of April 8,
2015, the National Agency for the Integration and Employment of Young People, called "Youth Employment
Agency".
From the perspective of lasting and definitive peace, the Ivorian authorities have deemed it useful to set
up a Service Platform, with the backdrop of the moral, social and economic support of the youth. It was
operational in seven experimental areas of the country (Gagnoa, Issia, Bouaflé, Sikensi, Songon, Attécoubé, and
Bingerville),and aimed at the socio-economic integration of young people through theYouth integration project
and territorial management (public utility works, support for activity and employment, apprenticeship training,
creation of income-generating activities). In addition, the Service Platform has the mission of educating and
preparing citizens for republican values, civic culture and a high sense of responsibility, and above all engaging
them in the post-crisisreconstruction of the country. Its objective was to enable young people to make
themselves useful to the Nation by exercising a remunerative professional activity. Certainly, the initiative was
noble, but it did not achieve the expected result until 2015. The Ivorian Government then created the National
Agency for the Integration and Employment of Young People. Despite all these enthusiasms, the professional
integration of young people in the Ivory Coast remains a particularly challenging endeavour.The Deputy
Managing Director of the African Development Bank (AfDB) in the report released on Monday the 12th
of
March 2018, at the institution's headquarters in Abidjan during the launch of the 2018 edition of "African
Economic Outlook", announced that"the combined share of vulnerable jobless and unemployed in the active
population in the Ivory Coastis in the range between 70 and 90%. On the same question, the World Bank (2019)
stated that "poverty is in the sharp decline in the Ivory Coast, falling from 46.3% in 2015 to 39.4%. However,
The Bank reiterated that unemployment naturally generates poverty,and it spares no one. Thus, researchers and
decision-makers alike must become more preoccupied with the question by constantly drawing up several
programs to reduce unemployment. This work, therefore, aims to analyse the explanatory factors that hinder the
actions of the Youth Employment Agency in its mechanism for the professional integration of young people.
That said, our work is structured around three essential parts. The first part concerns the definition of the
methodological framework. The second part relates to the results obtained, i.e. the difficulties encountered by
the AEJ in the execution of its objectives. As for the third and last part, we will focus on the analysis of the
constraints linked to the professional integration of young people by the Agence Emploi Jeune (AEJ).
II. METHODOLOGY
This part of the study includes four sampling techniques and two methodological approaches to
analysis. The techniques we used in the specific case of this study to arrive at the results relate to documentary
research, observation, sampling, questionnaire and interview. Regarding the documentary research, we had
resorted to general works relating to the Ivorian civic service on the one hand, and to works which approached
the situation of the precariousness of the young people in the context of the social crisis with the specific case of
national political strategies for mitigating
As part of our work, we opted for the semi-directive interview. Our interview guide, therefore, allowed
us to have interviews with the people in charge of the Agence Emploi Jeune (AEJ) with the officials of the
Ministry for the Promotion of Youth, and the managers of the structures for young beneficiaries. Such guides
have indeed enabled them to express themselves on the subject. It is found that 150 young people have benefited
from internships without being integrated into the professional fabric, and 100young people have benefited from
funding which they find insufficient. The survey took place from May 16 to July 16, 2022, i.e. a duration of two
months. The survey has permitted the discovery of dysfunction due to the lack of monitoring and evaluation of
projects. The case of Charles Kougnon, owner of the KLASS'C company, is instructive. A manager revealed
that there has been situations of non-repayment of funds allocated to some young entrepreneurs.

The comprehensive method and the dialectical method were also used during the research. These two
approaches have enabled us to detect the contradictory problems linked to the professional integration of young
people, such as the mismatch between training and employment. This method enables to highlighting of the
interactions between the Agence Emploi Jeune-AEJ (structures in charge of the professional integration of
young people in the municipality of Yopougon) and the institutions in charge of financing the projects.
2- Findings
2-1- Constraints Related to the Professional Integration of Young People by the Youth Employment
Agency of Yopougon (YEA)
It should be reminded that the Agence Emploi Jeune is a professional integration agency set in 2015
from the already existing integration structures. It is therefore immersed in a taxation system that is several
years old and confronted with unfair competition and the mismatch between training and employment. This
state of affairs constitutes a disturbance of its operation articulated around the following points: tax harassment,
unfair competition and mismatch between training and employment.
2-1-1. Corporate tax harassment
The question of tax harassment in the Ivory Coast took a significant turn when Ecofinance echoed the
report of the Council of French Investors in Africa (Cian) (Jeune Afrique n°2454, 2008). In this report, Ivory
Coastwas ranked among the countries where companies undergo up to four tax audits per year.However, the
Regional Tax Department denied this information in the same review and the same year.It was noted that “the
seriousness of the conclusions of the Cian report – which are not based, as far as my country is concerned, on
any serious study – calls for a strong protest from the Directorate General of Taxes, as well as a formal denial.
The management went on to say that since 2000, important reforms have been undertaken, which have reduced
the tax burden on the productive sector thanks to significant reductions in the rates or the base. The rate of
income tax has thus been reduced from 35% to 25% and that of VAT from 25% to 18%. From 2001 to 2007,
these measures cost the Ivorian public treasury more than 1 billion euros. However, during our investigation
period, Mr KK was very formal on the issue. Without hesitation, he provided answers related to the constraints
linked to the professional integration of young people by the Agence Emploi Jeune-AEJ. He clearly indicated
that “tax harassment first. ". After holding himself back for a few seconds, he added: “Companies, especially
feelpermanently in conflict with the state reason is that the stress of taxation, sometimes leads them to
categorically refuse to open their hands to the Agence Emploi Jeune-AEJ. Obviously, this suggests that it is the
revenge of some private companies against the state. In addition, Mrs AG indicates that "because of the tax
administration, some companies make it clear that there is no possibility of hiring, yet sometime later, we learn
that they have recruited"(Young Africa n°2454).
2-1-2 Unfair Competition
It is worth noting that ".according to Mrs K.A.F, a coordinator of the Agence Emploi Jeune
(AEJ,thenational institution which intends to integrate several young people into the professional fabric is
engaged in heavy competition outside the law. There is evidence of abuse of commercial practice by foreign
companies in relation to the Agence Emploi Jeune-AEJ. The Relation Main D'oeuvre, (RMO Group)one of the
oldest recruitment agencies in the Ivory Coast has been blamed forunfair competitiondetrimental to the Agence
Emploi Jeuens.The RMO Group, since 1985 has been recruiting human resources for various companies.
Indeed there is a general perception that with the setting of theAEJ, which is a state enterprise responsible for
the professional integration of young people, the activities of RMO are unfair. The AEJ being a young
structure,has difficulty gaining ground against the RMO group. Indeed, the notoriety of the RMO Group on the
ground is a serious barrier for the Agence Emploi Jeune-AEJ which until now has no concrete solution to
remedy this competition
2 -1-3 The mismatch between training and employment
The 5th edition of "Afriqdurable", a platform for exchanges and reflections of sustainable development
professionals in the Ivory Coast was held on the 20th
of August2021 atthe Casino of the Sofitel Abidjan Hotel
Ivoire in Abidjan. At this gathering, the speaker intervened on the theme "Entrepreneurial education and the
employability of young people in Africa: Challenges and prospects". Traoré Bamoudien the Director of AGEFO
Pannounced that for more than a decade, the mismatch between training and employment is one of the main
causes of graduate unemployment in the Ivory Coast. There presentative of the Ministry of National Education
in his turn pointed out that the fact many initiatives have been taken by thegovernment in order to remedy this
with the creation of the Agence Emploi Jeune-AEJ. However, he recognises that these measures are insufficient.

During our investigation at the Agency Emploi Jeune-AEJ of Yopougon, we have indeed noted the great
insufficiency of the measures taken by the State in this direction. Answering the question about the difficulties
related to the professional integration of young people by the Youth Employment Agency-AEJ, Mr AY came up
with an enticing proposal. According to him, “Private companies need to be involved in the design of training
modules because the mismatch between training and employment that we encounter with companies is really
exaggerated. It is as if we were not in the same country. It is often difficult to understand that a student who has
done anthropology applies for a position that is far from his training’’
III. DISCUSSION
Any socio-professional integration starts with education and training. Because any individual before his
insertion into the professional fabric must acquire a certain level of knowledge, and a certain type of
responsibility in order to be able to behave as a good citizen. This is why Stoner(1999) asserts that “insertion
must also be considered in a multidimensional way”. In this analysis of the constraints linked to the professional
integration of young people, we naturally started from education to integration, passing through training. The
first obstacle that disturbs the Youth Employment Agency in achieving its objectives is the mismatch between
training and available employment. Bomisso(2008) in a study conducted on the socio-professional integration
graduates from Abidjan found that“only graduates from engineering schools or from a few postgraduate courses
obtain stable employments. furthermore, graduates from less selective and less professionalized courses
experience real difficulties in terms of their integration.
The phenomenon of downgrading" at the time of hiring is frequent in the Ivory Coast. Indeed many young
graduates of higher education do not, three years after the end of their studies, have a job at the level for which
their diploma theoretically prepared them"(Bomisso,2008).
Antoine N'Gratier(2007) in his DEA at the University of Abidjan whci was titled "Employability of
young people in Côte d'Ivoire. ” Had also approached the problem in the same way as this reseach did. “The
mismatch between the different systems (education and training, productive) results in a low level of human
capital interms of professional experience (required by employers); poor reporting by job seekers; by
discrimination in hiring and various job search methods. However, the Ministry for the Promotion of Youth,
Professional Integration and Civic Service (MPJIPSC) has a different perspective on the difficulties related
toprofessionalism. For that government department, the problem of professional integration is dependent on
galloping demography. In its action matrix published on the 20th
of September2021 andtitled “National Strategy
for the Professional Integration and Employment of Young People (SNIEJ) 2021-2025. » it indicates that «. The
strong economic growth experienced by the Ivory Coast over the past decade has had a limited impact on
employment in general and that of young people in particular. » The second disruption of the actions of the
Youth Employment Agency of Yopougon in the professional integration of young people that we highlight in
this research is the unfair competition from private companies. The third issue is tax harassment and the fourth
is the lack of monitoring and evaluation of Youth Employment Agency programs. Despite the denunciation of
the private company RMO Group as an unfair competitor by the AEJ of Yopougon, the Ministry for the
Promotion of Youth, Professional Integration and Civic Service (MPJIPSC) in its same action matrix published
on the 20th
September2021 underlines the difficulties of the professional integration of young people by a
shortage state funding. Moreover, the investments made by the State are insufficient .only a small part of the
fund is allocated to investment in job creation.
IV. CONCLUSION
The Ivory Coast’s crisis from the 19th
of September2002 through 2010 has created a particular context
that worsens the management of young people in the post-conflict period. In order to provide appropriate
responses, the definition of a strategic and operational framework as well as the definition of development
objectives in line with the aspirations and needs of young people are essential. It is these strategic objectives that
guided the initiators of the Agence Emploi Jeune. In this period of post-crisis reconstruction, there is no need to
recall the importance of this policy of integration of young people whose social situation has been seriously
precarious. In view of the results obtained, it is noted that the creation of the Youth Employment Agency, which
brought hope for the socio-economic promotion of young people, and their integration into the social and
economic fabric, has not yielded the expected results. This failure is essentially due to the mismatch between
training and employment, unfair competition, tax harassment of companies, as well as the lack of political will
which is characterised by laxity in the face of the corrective measures. Proper assessment of the labour
environment has become a matter of urgency. This assessment and decisive measure in the taxation of private
companies need to be effective so that remedial measures could be identified and applied.
