Small business loans from major banks have decreased significantly, with the top TARP recipient banks cutting their small business loan balances by $10.5 billion since April. Only 19 of the 22 biggest TARP recipient banks make small business loans, and 15 of those 19 banks have reduced their balances. The decline in small business lending has occurred despite outreach from large banks and politicians regarding support for small businesses.
