Higher Education lnstitutions
By law higher education institutions are of two types - university type providing all
levels of study programmes,and non-university type usually offering only Bachelor's
degree programmes. Due to the historical development all existing higher education
institutions establishedbefore the Higher EducationAct came into fbrce are university
type institutions. Recently establishedhigher education institutions have been accred-
ited asnon-universitytypes.This refersto all private institutions.
All accreditedBachelor's degree study programmesprovide education of ISCED 5A
level, i.e. education r,vhichenablesstudentsto continue in follow-up Master's desree
studyprogrammes.
Study Programmes
Higher educationinstitutionsorganiseaccreditedstudy programmesand programmesof
lifelong educationand in addition carry out other activities such as research,develop-
ment, artistic work, possiblyother creativeactivities.
Bachelor's study programmes are focusedon professionaltraining and provide a basis
for studiesin Master's study programmes.The study lasts3-4 years.Bachelor's degree
study programmesprevail at privateinstitutions.
Master's study programmes areaimedat providingtheoreticalknowledgebasedon latest
scientific findings, researchand development,at masteringtheir applications and on devel-
oping creativeskills.Thesestudyprogrammesarefollow-upsof the Bachelor'sones.Their
standard length is l-3 years. If the characterof the study
programme requires so, accreditation can be granted to
a Master'sdegreeprogramme(4 6 year long),which is not
a follow-up of a Bachelor's one. The standardstudy pro-
gramme lastsat leastthree and at most sevenyears.
A Doctoral study programme can follow after the
completion of a Master'sprogramme. It is aimed at sci-
entific work, independentcreative activity in the area of
researchand development or at independenttheoretical
and creativeskills in art. It is offered solely in the univer-
sity type ofstudy. It lasts3-4 years.
The three-cycle structure of the study has been fully
introduced at most university type higher education
institutions.
Study programmeshave to be accredited.The accreditationis
grantedby the Ministry of Education,Youth and Sportsbased
on a statementissuedby the Accreditation Commission. The
Commission was establishedby the govemment and its mem-
bers are prominent professors and scientists.Within the ac-
creditation processdecisionsare also taken on authorisationto
award academic titles. The Accreditation commission also
carriesout evaluationof facultiesin ttreindividu,alspecialisation.
Admission to Higher Education Institution
The minimum requirement for admissionto higher edu-
cation institution is secondaryeducationcompleted with
the maturitni zkouika examination (previously "full
secondary"or "full secondarytechnical" education).The
requirement for admission to a Master's programme
following on a Bachelor's programme is successfulcom-
pletion of the Bachelor's programme. The requirements
for admission to a Doctoral programme is successful
completion of a Master's programme.

The frequency and methods of assessing students'
achievements differ according to the field of study. In some cases a system of partial
examinations taken after each semester has been introduced, in other cases one
comprehensiveexamination after each completed part of studies is prescribed, mostly at
the end of a certain module. Performancein examinationsand in the defenceof the thesisis
graded (normally on a three-point scale), the fourth level representing failure. In some

Bachelor's degree studies end with a final stateexamination and the defence of a thesis.
