This March 10, 2015 Development Agreement between the City of Winter Springs and Winter Springs Holdings, Inc. outlines the terms for a mixed-use apartment project located along SR 434. It establishes the foundation for the entire development, including definitions for “Project” and “Initial Phase,” approval of the concept plan, infrastructure obligations, and stormwater retention responsibilities.
