regulations of conduct into new market areas in the aftermath of

navigators to help its clients.
Under the Obamacare plan, state and federal governments were
required to hire navigators.
Navigators such as advocates, social assistance organizations,
and chambers of business assist individuals in navigating the
new digital marketplaces.
Selecting an insurance plan and enrolling in coverage is
required by law.
These organizations have been discreetly fighting to regulate
navigators for the past two years, resulting in the passage of
sixteen bills.
The management of Families and children in the Health and
Human Services Department has remained completely silent on
the challenges raised by state legislation.

As a result of all of this, their mandate infringes on the rights of
