District Department of Transportation., Washington DC
Responsible for management of the GIS/Spatial Data Systems Division. He
established and chairs the DDOT GIS Steering Committee which has been responsible
for instituting critical Department-wide programs such as the Data Stewardship Program,
the QA/QC Program, and the Data Maintenance Program. He has led in the adoption of
a metadata standard and the establishment of the Baseline Spatial Data Specification
which are designed to provide standards for future data deliveries from contracted labor.

Transportation Enterprise Asset Management System
As the Chief of GIS and Spatial Data Systems at DDOT, my first responsibility was to
analyze feasability assessments, high-level functional requirements, information
technology infrastructure assessments, and numerous studies supporting the creation of
an Enterprise asset management system at DDOT to be known as the Transportation
Enterprise Asset Management System (TEAMS) and develop an RFP which would
provide a solution for asset management across the Department, including at least 100
different types of assets. Requirements for this sytem include centralizing asset and
spatial data from at least 20 other systems which were currently in use as well as
providing improved analytical processing functions for management of the diverse set of
assets. Numerous business processes were analyzed and defined. Software across the
department, both server-based and desktop was analyzed. And migration of both data
and workflows was defined. A comprehensive RFP was solicited and awarded.

Manages the project schedule for the project, ensuring that the scope remains on target
and that all DDOT stakeholders are actively engaged in the design and development of
the new database and web-based interface.

Intelligent Transportation Services for Will County, IL. Facilitate Best Practice
Benchmarking by interviewing other Traffic Management Centers across the
country operating in a similar capacity at the County level and integrated into
the Emergency Operations Center. Produced Conceptual Plan for ITS
Deployment of the Traffic Management Center. This conceptual plan consists of
space utilization for ITS technologies within the Traffic Management Center.
Project Manager; MetroLEC, Boston, MA, Emergency Response Preplanning
Tool; February 2006 – March 2006. Project Manager for the design and
deployment of a Google Earth Enterprise application designed to provide
MetroLEC with an emergency response planning capability that enables member
agencies with web access to a visual database of shared resources. In addition,
real-time tracking of in-transit resources equipped with Garmin GPS units was
provided.

Project Manager; Maryland Aviation Administration, Elkridge Landing Road
Architectural Design Standards, Baltimore-Washington International Airport,
Maryland, 2005. IT Project Manager for development of an Obstruction Study
Planning Tool. The GIS was configured to allow planners to visualize the airport
airspace and place new structures. Functions were developed to allow the
planner to easily place and remove proposed structures and also determine if the
structure penetrated any imaginary approach surfaces. The product was
designed for ArcMap 9 with the Spatial Analyst and 3D Analyst extensions and
ArcScene 9. The user of the application must have access to ArcMap and
ArcScene.
Project Manager; Town of Sandwich, Massachusetts, Public GIS Web
Application, 2005. Project Manager for development of a web-based interactive
GIS tool to share data and provide a service to the public. The web application
provides interactive thematic maps as well as a basic customer tracking tool.
The application was developed using ESRI’s ArcIMS Active-X Connector and the
data resides in an Oracle ArcSDE database. The data themes are organized by
tabs for uses by citizen planners and developers for Base Map, State Data Layers,
Parcels and Abutters, Planning and Conservation, and Aerial Photos, while other
tabs are organized for citizen interests like tourism, recreation, transportation,
and Town services. The Customer Tracking Tool enables a citizen to log a
request with the Town government. A map click is used to identify the location
of the issue. A simple interface is used to collect information about the request.
The request information is then emailed to the Town and recorded in a database.
The email includes the message and a link to a map showing the location of the
request.
Project Manager; River Run Development LLC, Web-based GIS Application,
Benton Harbor, Michigan, 2005. Project Manager for development of a web-
based GIS solution for the Harbor Shores Development Project. This solution
was developed using ESRI’s ArcIMS HTML Viewer and provides customized
functionality for the project’s specific needs including up-to-date GIS layers and
data, zoom functions, toggle functions, pan, identify, query, measure, buffer,
select, save map to PDF, set spatial bookmark, and zoom to spatial bookmark. In
addition, hyperlinks were provided to historical documents and access was
provided to an FTP site for storage and retrieval of project documents.
Project Manager; United States Air Force Air Combat Command, ESM Viewer,
Langley AFB, Virginia, 2005. Project manager for project to adapt the USAFE
ESM portal for use as a platform for Air Combat Command web-based GIS
viewers. This portal was developed using ESRI’s ArcIMS HTML Viewer. This
project consisted of coordination with USAFE to facilitate the loading and
execution of the application on the Secure Internet Protocol Network (SIPRNet)
as well as creating over 200 ArcIMS map services using ESRI’s ArcMap Server
technology.
5. Consultant, Tecumseh Products Company, PR3 Support, 2005. Provided
consulting services to all US and non-US business units in support of a corporate
initiative to automate the PR3 process. This entailed business analysis of the
varying business units and underlying divisions to determine the best possible
means to facilitate automation. Data assessment was performed in order to
scope possible database and system integration projects necessary to achieve the
initiative. It also served as a mechanism to assess and design corporate funding
structures for a possible Enterprise Automated PR3 System.
Project Manager; Tecumseh Products Company, Regulatory Assessment Tool
Automation Support, Paris, Tennessee, 2005. Project manager for data
migration and data integration from the bill of materials AS400 database to the
product regulatory assessment database as well as data extraction from material
safety data sheets (MSDS).
Project Manager; Tecumseh Products Company, Automated Regulatory
Assessment Software, New Holstein, Wisconsin, 2004-2005. Project manager for
the development of an automated product regulatory assessment tool for the
USA manufacturing operations. Managed definition of the current product
assessment tool relative to its product-knowledge and regulatory-knowledge
elements and development of a model of the data relationships that provide the
functionality to the review process. The data model is a blueprint of the records
that will be captured in a product-data warehouse and each of the linkages to
regulatory criteria to produce a summary of regulatory assessment findings.
Managed transformation of the conceptual model into a stand-alone, non-
integrated product assessment database to use at discreet TPC locations.
Provided technical and regulatory support as requested and further defined in
specific task orders, including data-input support, installation support, single-
user training, and regulatory planning. This was accomplished via telephone, in-
office and/or on-site means.
Project Manager; US Air Force Air Combat Command, ACC GeoViewer,
Langley AFB, Virginia, 2004-2005. Project manager for the development of a
web-based GeoViewer, which provided the Air Combat Command at both the
Garrison and Expeditionary levels the following capabilities: Ability to choose
coordinate display on mouse over, Measure Area Tool, Bookmark capability,
Redline/Redraw Tool, Add text mark-ups to map, Enhanced or Simplified
Query Tool, Enhanced Feature Info Tool, Enhanced Query return, Multiple
variable queries, Open table for active layer and display hyperlinks as active in
new window, Return Relationship Records, Save table as Excel, DBF, etc., Double
check “find” tool, Enhanced or Simplified Buffer Tool, Data Download, TOC and

or JPEG, Add Map to Word or PowerPoint documents, Set map to scale,
Enhanced Printing, Intuitive Control Design. This system was developed using
ESRI’s ArcIMS HTML Viewer. All spatial data resided in an ArcSDE multi-
versioned geodatabase built on an Oracle platform.
Project Manager, Streetlight Conversion, Racine Department of Public Works,
Racine, Wisconsin, 2004-2005. Oversight for support to the city for providing
6. professional services for conversion of the remaining streetlights and GIS
integration. The objective of this project is to convert existing source documents
into ArcGIS format for loading into the city's ArcSDE geodatabase. An updated

IT Project Manager; Robins AFB, Air Quality Tracking System, Robins AFB,
Georgia, 2004. Participated in design of Oracle 9i database and web application.
Provided technical oversight for implementation. Technology used consisted of
Microsoft .NET and Oracle 9i. The Air Quality Tracking System (AQTS) is a web-
based application developed to manage, document, and fulfill the air regulatory
requirements including state air quality permitting, Title V permitting, Air Force
Command Level Standard Operating Procedures, and Aerospace National
Emissions Standards for Hazardous Air Pollutants (NESHAP). The AQTS
includes forms that allow populating, viewing, and organizing relevant
information. The AQTS includes reports for Title V Air Permit Application,
Aerospace NESHAP Compliance, Recordkeeping and Reporting, VOC Log, SOP
Reporting, Significant Emissions Inventory (SEI), and Materials. The AQTS also
allows the import of Hazardous Material Management System (HMMS), which is
used for calculations performed in AQTS.
IT Project Manager; United States Air Force, Remediation Inventory and
Prioritization Optimization System, United States, 2004-2005. Project manager
for design and development of web-based remediation process optimization and
prioritization system application and database. This database was redesigned
and converted from Microsoft Access to Oracle 9i. Technology used consisted of
Microsoft .NET and Oracle 9i. The system assists the Air Force in tracking and
optimizing the cost of remediation projects.
IT Project Manager; US Postal Service, Phase II Water Survey, Washington,
DC, 2003-2004. Performed IT project management for database design and
development for the Phase II water survey for the approximately 11,000 facilities
not included in the 2002 water survey. The data was delivered to the Postal
Service for integration into the WebEMIS database. WebEMIS is the
environmental management information system for the Postal Service.
Consultant; US Postal Service, Postal Emergency Management System,
Washington, DC, 2003-2004. Performed verification and validation of functional
user requirements. Coordinated with the development firm, selected USPS users
and other sponsors to aid in facilitating the meeting of user requirements and
reported violations. Ensured that development of PEMS was in accordance and
7. compliance with USPS information systems, technology and security guidelines.
Provided technology and software guidance in the development of system
requirements.
Database Specialist; US Air Force Air Combat Command, GeoBase Program,
Langley AFB, Virginia, 2003-2004. Implemented NIPRNet system re-architecture
including geodatabase and ArcSDE implementation, Oracle 9i migration, and
ArcIMS server re-architecture. Implementation of classified contingency
response systems for Air Combat Command. Generated implementation plan for
GeoBase system re-architecture at all 15 ACC bases and ACC headquarters.
Generated training plan for training of administration of GeoBase system at all
15 ACC bases. Built data servers and web servers including installation and
configuration of Oracle, ArcSDE, and ArcIMS at ACC bases. The services
installation included building of the multi-versioned geodatabase complete with
data migration and raster mosaic as well as implementation of a web-based data
viewer. Assisted in preparation of the system architecture in order to meet
DITSCAP guidelines for issuance of the Certificate to Operate on the NIPRNet,

control and assurance of space imagery using ERDAS Imagine 8.6. Performed
geodatabase design for imagery and vector data repository and implementation
using the ESRI UML templates. This database design was conducted in concert
with ACC, USAFE, and PACAF. The resulting database was to be used by all
major commands for the GeoReach program. Implemented SIPRNet system re-

synchronization of field data collected for hazardous spills on the flight line to an
ArcSDE geodatabase. Synchronization was also provided for loading of image
data to an Oracle database.

Robins AFB, Georgia, 2003. Provided Oracle database design and development
to facilitate integration with the client's Program Depot Maintenance Scheduling
System (PDMSS). System re-architecture implementation including Oracle 9i
migration, and ArcSDE 8.3 geodatabase migration.
IT Project Manager; National Navy Medical Center, Environmental Asset
Management System, Bethesda, Maryland, 2003-2004. Provided IT Project
oversight for development of the web-based Environmental Asset Management
8. System. The Environmental Asset Management System (EAMS) consists of a
GIS-based facilities asset management system for the Environmental Facilities
Management Department of the National Naval Medical Center. EAMS provides
electronic maintenance and record keeping of critical data for improving the
daily operation of the department and to ensure more efficient and accurate
maintenance of environmental issues at NNMC Bethesda. On-site staffing was
provided for management of data and maintenance of the EAMS program and
development of a public awareness program as well as web access informational
presentations of EAMS and the overall environmental program at NNMC. Work
included creating, in GIS accessible format, the following environmental
programs and policies: sampling plan, base mapping, utility mapping, SOPs and
NNMC instructions, records drawings, environmental permits, NOV responses
and RCRA documents. This application was developed using Microsoft .NET
technology and all data resides in an ArcSDE geodatabase in Oracle.

Database Specialist; Federal Emergency Management Agency, Digital Flood
Insurance Rate Map Production System, Washington, D.C., 2002-2003 Provided
design and implementation of an ESRI multi-versioned geodatabase for use in
DFIRM map production. The design and build of the geodatabase was
accomplished using the ESRI UML templates. Migrated data from coverages to
an ArcSDE multi-versioned geodatabase in Oracle. Migrated map production
workflows from coverages and design files to geodatabase. Provided ArcSDE
administration.
Consultant; City of Regina, Saskatchewan, 2002. Designed ArcSDE geodatabase
in Oracle Spatial 9i to support parcel maintenance in multiple-vendor GIS
environment supporting ESRI ArcGIS, Intergraph GeoMedia, and AutoCAD.
The design and build of the geodatabase was accomplished using the ESRI UML

9. Technology GIS Office, Mr. Miller was the Oracle Spatial, Linear Referencing
System, and ArcSDE focus. He was both a database application developer and a
database administrator for Oracle Spatial 8i LRS data and built the statewide
linear referencing system data model. He has also developed applications (VB,
SQL) to dynamically segment this spatial data and create new datasets. He also
developed processes in-house to perform conflation of external datasets to the
LRS base data model as well as proximity analysis. He was a key participant in
database design and implementation. He served as the ArcSDE Administrator
and was responsible for insuring that all datasets created and maintained by the
TDOT IT GIS Office were compatible with both Intergraph and ESRI platforms.
Mr. Miller was involved in data conversion from MGE, DGN, GPS, DLG, and
ESRI Shape File data sources to Oracle Spatial 8i and Oracle Spatial 8i LRS. He
wrote the necessary Oracle PL/SQL procedures, triggers, packages, VB apps, etc.
necessary for this conversion and cleanup. He used various tools including
GeoMedia Professional, FME, ArcSDE 8.1.2 and SQL*Loader to accomplish the
data conversions.

assists in planning data management. The system was designed using an object-
oriented approach, implemented in FORTRAN, to model the various
experiments, data sources, on-board hardware, satellite transmissions, and the
ground capturing system for all Spacelab missions. The system was developed
on a VAX/VMS platform. Provided liaison between the data management users
at Teledyne Brown Engineering, the Data Management Team members in
Mission Support at NASA, and the other analysts at Boeing Information Services.
Verified and resolved software issues, developed new software requirements
and designs, developed software, and validated new software deliverables from
Boeing Information Services to the NASA Data Management team. Installed new
software, trained the users, and provided formal presentations of all software to
various other NASA, Boeing and Teledyne personnel. Directed Boeing
Information Services personnel in resolving problems occurring in real-time
during missions and simulations. Devised user work-arounds for critical
software failures during real-time mission planning.
