4. COMMONWEALTH OF DOMINICA CITIZENSHIP BY INVESTMENT PROGRAM
The Citizenship by Investment Program of Dominica has been operating since 1993 and is legally entrenched in the
Dominican Constitution and the Citizenship Act, Chapter 1:10. To qualify for this citizenship, the applicant can
eithercontribute into the Government Fund or an investment towards an authorized Real Estate project.
INVESTMENT OPTIONS
The investment options for obtaining citizenship status in
Dominica are as follows:
I. National Diversification Fund (NDF)
A. Single Application
A non-refundable contribution of US$100,000 to
the “National Diversification Fund” holding by
government ofCommonwealth of Dominica.
B. Couple Application
(Main Applicant + Spouse)

19. IMF: DOMINICA PROJECTED TO GROW ANNUALLY BY 5%
FROM 2022 – CARICOM BUSINESS
The IMF is projecting that Dominica will record sustained annual growth of 5% from 2022 thru 2026.
Coming at the conclusion of its article IV consultation, the IMF noted that the growth outlook is promising,
supported by the large public investment program and the projected gradual recovery in tourism with added
hotel capacity.
However, the Fund also noted that with public debt approaching 106% of GDP after the pandemic, passing
the Fiscal Responsibility Bill will support public debt reduction and the sustainability of the government’s
development plan. It also recommends that the authorities should consider the allocation of a portion of CBI
revenue to build an insurance framework against natural disasters and debt reduction (at least 10% of GDP
plus annual savings of about 1.5 % of GDP to ensure its long-term sustainability).
On the financial sector front, the IMF recommends that priority should be given to the capitalization of credit
unions and the reduction of non-performing loans (NPLs). NPLs remain high, in the range of 11-14% of loans
for banks and 10-17 % for credit unions (the prudential benchmark is 5% in both sectors). (IMF)

A visa waiver agreement between the United Arab Emirates and the Commonwealth of Dominica
detailing the immigration entry privileges to which citizens of each country are entitled comes into
force.
The agreement, signed by Prime Minister Roosevelt Skerrit and Reem bint Ibrahim Al Hashemy,
Minister of State for International Cooperation, formalises arrangements under which holders of
UAE diplomatic, official, special, and ordinary passports can obtain visa-free entry to Dominica.
Under this agreement,
Holders of Commonwealth of Dominica diplomatic and official passports will be entitled to visas
on arrival at UAE ports of entry.
Holders of ordinary Dominican passports will be able to secure e-visas for entry to the UAE via
official UAE websites.
Commenting on the agreement, Hubert Charles, Ambassador of the Commonwealth of Dominica
to the UAE, stated, "The visa waiver agreement is yet another important step in the development of
strong bilateral relations between the Commonwealth of Dominica and this dynamic country.
It not only facilitates official travel but introduces predictability and certainty on the part of
citizens of both countries interested in travel for tourism, investment, trade and cultural purposes."

25. The visa waiver agreement comes in the wake of the recent official opening of the Embassy of
Dominica in Abu Dhabi, which enables Dominican diplomats to pursue collaboration and
development cooperation with UAE Government representatives in the political, economic, and
cultural areas.
As noted by Prime Minister Roosevelt Skerrit at the opening ceremony in January, the Embassy is
also engaged in the provision of consular services to citizens and investors, including the "small
but dynamic" community of citizens residing in the UAE.

28. The Commonwealth of Dominica, represented by Prime Minister Roosevelt Skerrit and China, represented by the
new Chinese ambassador to Dominica, Lin Xianjiang, signed a visa-waiver agreement on the 22nd of November
2021, in the Dominican capital of Roseau. The agreement gave the citizens of both countries the privilege to travel
to the other without the need to obtain a prior visa.
Dominica’s Prime Minister was elated to announce the good news on his Facebook social media account,
describing it as a significant achievement between the two countries.
The visa-waiver agreement takes effect immediately, meaning Dominica
passport holders can now travel visa-free to China and China passport
holders can now travel to Dominica without a visa.
Dominica and China have had excellent bilateral relations since 2004 which was further strengthened and
deepened when the two countries signed an agreement in 2013 to allow holders of diplomatic passports to be
exempted from visas. Over the past years, the country has entered cooperation in various fields, most notably,
culture, education, and health.
After this latest development, the number of countries Dominica passport holders can travel to visa-free, which
now stands at more than 140 countries and territories, will increase even more. This includes various sought-after
tourist and business destinations, such as the member countries of the Schengen Area, and the UK. On the other
hand, China will add Dominica to its current visa-free countries list which stands at more than 70.
